Introductions O Your name? O What community do you live in? O Why are you interested in participating in the collaborative? O What is something you’d like the group to know about you? O What is something that makes you difficult to work with?

Ground Rules & Principles O Ground rules outline the behaviors and procedures all participants are expected to follow. O Behavioral expectations: how will participants relate to and treat each other? O Procedural protocols: decision making, information sharing, participant roles. O Substantive issues: what issues are on the table for discussion. O Guiding principles outline what values the group uses to inform their work. O Guiding Principles: What are the values, beliefs or principles that should guide our work together?

Ground Rules O Respect other participants O Personal attacks and name- calling will not be tolerated O Recognize the legitimacy of other viewpoints O Respect the facilitator and the agenda O Come to meetings prepared O Stay on topic O Refrain from side conversations-share it with the whole group!

Guiding Principles O All efforts will be focused on Trinity County O Efforts will address community wellbeing and safety O Efforts will strive to balance environmental, economic and social concerns O The collaborative will strive to be as inclusive and transparent as possible

Decision Making Procedure O What is consensus: O Widespread agreement among all members of a group. O A decision all participants can support, or at least live with. O How will we know if we have reached consensus? O 100% support, majority support, % support? O How will disagreement be handled? O See level of agreement handouts. O How will we vote? O Show of hands, aye/nay, cast ballot, straw poll?

Level of AgreementSupport LevelMember Commitment Agreement w/o Reservations Highest All members will support and advocate for the decision Agreement w/ Reservations High All members will support the decision, those who have reservations will have them recorded. Agreement by Acquiescence Moderate All members support the decision, abstain, or are opposed but are willing to allow the collaborative effort to move forward, and will not undercut the group’s agreement. Those who abstained or are opposed will have their reasons recorded. No Clear Agreement Unknown There is not clear agreement, and there is recognition that this is not the desired end point. Those who are in disagreement will have their reasons recorded. A process and timeframe will be specified for addressing concerns, if that timeframe has ended and there is no agreement, the nature of that disagreement will be recorded.

VoteSupport LevelMember commitment Consensus w/o Reservation (All members vote for approval) High No members will support outside challenges. All members will express support for the project and work to resolve any issues raised later by non- collaborative entities. Consensus w/ Reservation (All members vote for approval but some have reservations recorded) Medium No members will support outside challenges. Members who had reservations recorded may express those reservations. No Consensus, majority- vote approval (Some members have such strong reservations that they vote against approval; reasons are recorded in minutes) Low Members reserve right to appeal decision and support outside challenges. Members who voted against approval reserve the right to express their reasons for voting against approval. Majority vote disapproval None Collaborative does not support the project and recommends dropping the proposal. All members reserve the right to express their reasons for voting.

Organizational Structure O The Trinity Collaborative will act as an advisory group to the Trinity County Board of Supervisors. O Structural Options: O Open participation, selected representatives, or elected board. O Permanent committees or ad hoc task groups. O Permanent or ad hoc expertise panel/technical advisors.
