MTCP2 OVERVIEW

Key Principles MTCP 2 to: Respect FAFO principles and guide of action Build on success on MTCP1 and lessons learned Recognize sub-regional differences in Asia Recognize variable national dynamics Better integration within IFAD country programs Increase policy aspects (less politics more policies) Increase technical aspects (services) Better geographical coverage, include Pacific Invite more regional organization in regional steering committee

Strategy, approach Strategy: – support the institutional and operational development of the FOs with an emphasis on services to FO members and knowledge management among the highly diversified sub- regional contexts in the Asia and Pacific region to enhance the integration of the poor smallholders – Approach: – Empowering the FOs to achieve sustainable collaboration and dialogue within the network as well as with other partners and policy makers at national, sub-regional and regional levels

MTCP2 THRUST Capacity building and FO services to their members Actions in policy dialogues Recognition for FO organizational credibility Active participation in development and in implementation of IFAD country programmes

Target groups In two tiers: – Rural women and men, and youth, especially those rural smallholders who are undertaking farm and non-farm enterprises; – FOs that operate in rural and agricultural development with firm commitment to representing and promoting the farmers’ interests, and with their policy and service inclusiveness for the first tier of the smallholder farmers.

Characteristics of FO a)Legally established for at least two years, b)Based in the MTCP-covered countries, c)Accept due inclusiveness principles and values, d)Have established or initiated some policy-nature consultations with the national policy makers or influencers, e)Showed signs of improving the organisational relevance to smallholders and credibility to the agribusiness and market access, f) Strong leadership in applying quality standard of organized or cooperative farming, processing, and marketing, g)Commitment to systematically recruit the poor smallholder farmers, especially the women and the youth as members and applying tailor-made technical coaching for their inclusion, h)Support of national policy makers or influencers.

Geographic scale MTCP 1 countries and FOs: – Continue to focus on MTCP-1 countries and likely include more FOs based on well defined criteria; – Expansion: – The Pacific region and in countries where FO development presents a growth potential within the programme support timeframe.

Operational management The programme operational management will be delegated to the sub-regional implementers Regional level: steering committee composed of 1 representative from each sub-regional FO;1 observer from a national FO per sub-region A small liaison unit embedded in a regional implementing agency Sub-regional level: steering committee composed of 8 – 10 representatives from the national forums and the sub-regional FOs. A SRPMU will be set up within the SR implementing agency National level: a national implementing agency identified within the platform from amongst participating national FOs
