Nunavut Water Board (NWB) Water Licensing Process for Jericho Mine Project Water Licence Renewal Application June 20, 2011 Community Meeting

Introduction to the Nunavut Water Board (NWB) Established pursuant to Article 13 of the Nunavut Land Claims Agreement (NLCA) as an Institute of Public Government (IPG). Responsibilities and powers over the regulation, use and management of water in Nunavut. Objective is to provide a means for the conservation and utilization of waters in Nunavut, except in a national park, in a manner that will provide the optimum benefit from those waters for the residents of Nunavut in particular and Canadians in general. What’s happened so far? February 28, 2011NWB received a Type “A” water licence renewal application for a renewal Type “A” water licence (Application) from the Shear Diamonds (Nunavut) Corp. March 21, 2011NWB acknowledged receipt of the Application and asked interested persons to review the scope and completeness of information provided and submit their comments to the NWB by April 21, 2011, which was extended to April 29, April 29, 2011NWB received comments from Environment Canada (EC), Department of Fisheries and Oceans (DFO), Indian and Northern Affairs Canada (INAC) and Kitikmeot Inuit Association (KIA). What’s happened so far? May 21, 2011NWB determined that the Application could proceed to the next steps in the NWB’s regulatory process and invited interested persons to complete a full technical assessment of the Application NWB asked parties to make written representation to the NWB by June 10, 2011, extended to June 13, 2011 (for INAC). A tentative date to hold a technical meeting and pre-hearing was set for June 20, 21, 2011 in Cambridge Bay. Tomorrow’s Pre-Hearing Conference (PHC) A formal meeting with the Applicant and all parties, including, INAC, EC, DFO, GN-DOE, KIA and interested community members, to discuss various matters in preparation for a future final Public Hearing for the Application including:  Who will participate in the hearing;  Issues to be addressed in the hearing; and  Schedules and timelines for participation.
