GVNML-TonkDPIP WS 30 Nov - 01 Dec 06, Jaipur11 Lesson Learnt TaskTargetAchiev ement Remain ing Lessons LearntWhat Next CIG Formation Nil Local opinion leader created unfavorable environment Illiteracy among women caused difficulty in community mobilisation DPIP was not well propagated Before CIG strengthening, awareness for 6 months Submission of CIGs Nil-- Approval of CIGs Delayed process of approval raised discomfort Time bound (15 days) approval system Submission of Projects Paper work beyond capacity of CIG and expectations from them are not very realistic Paper work as per capacity of CIG members Sanctioned Projects Complex and long process adopted by panel Earlier poor convergence with line dept. Separate institutions for appraisal have their own pace of working Formation of Project Sanction Committee within project and adopt time bound process (1 month)

GVNML-TonkDPIP WS 30 Nov - 01 Dec 06, Jaipur12 Lesson Learnt TaskTargetAchieve ment Remai ning Lessons LearntWhat Next Contribution and MOU Submission Drought for 3 Years At initial stage SHG pattern may be adopted for 1 year after Grading. This will ease contribution collection. Fund Release objections after project sanction Delayed fund release Immediate Fund release, after project sanction. Delay de-motivates CIGs Submission UC Difficult to gather the documents from CIGs. Local opinion leader influenced. Few Gram Sabha meeting held Documents as per capacity of CIGs and NGO-GO control over fund release is must. It will be easy to follow the rules & regulations Submission CC 13568(67) Under Process

GVNML-TonkDPIP WS 30 Nov - 01 Dec 06, Jaipur13 GVNML - TONK TaskTargetAchiev ement Remai ning Lessons LearntWhat Next CC adjusted by DPMU After March ’05 Physical Verification became must for pending projects. Many CCs pending only because of this change There should be common policy based on ground reality for CC adjustment. Sustainability after 3 month Because of lengthy process of CC, NGOs could not complete task, which resulted in delayed reimbursement. This created economic crisis & mental tension among NGO worker. CC adjustment within 15 days after receiving required documents. DPMU should fix accountability. Cluster-- We have Submitted Goatry cluster & Garment stitching We have planned clusters for Buffalo It will be submitted very soon. Lesson Learnt

The political power and local self governance has less oriented regarding project theme that create hurdles some time. GVNML- LALSOT

GVNML-TonkDPIP WS 30 Nov - 01 Dec 06, Jaipur24 Forward Step (envisaged) Successful CIG are to be trained for better management of business such as, accounting, leadership and benefit sharing, investment plan, marketing etc. for upgrading their business. CIG should be organized or federate with cluster approach where a facilitation team facilitate CIG towards forward/backward linkages, marketing, loaning, etc. Now time to think over sustainability of assets created such as agriculture tools purchased but water availability to be ensured, tent to be upgraded and maintained. GVNML- LALSOT
