3 Three Major Types of Business Opportunities at DHS  Contracts and Subcontracts (assisting small businesses to identify contracting and subcontracting opportunities is the focus of the OSDBU)  Research and Development  Grants to State and Local Governments (potentially resulting in a state or local government procurement opportunity)

4 Small Business Acquisition Policy  DHS small business policy is derived from the Small Business Act  Further, DHS small business acquisition policy is a shared responsibility among all DHS employees involved in the acquisition process
