What Is Operation Noble Eagle? Largest homeland defense and port security operation since WWII Operated in a heightened state of alert Covered 361 Ports and 95,000 miles of coast line Mobilized 2,000 reservists

What Are the Goals of Operation Noble Eagle? To protect ports, flow of commerce, and the marine transportation from terrorism To maintain maritime border security To ensures rapid deployment of military units

Port Security Assessment (PSA)

What is PSA? Per Presidential Decision Directive 63, a program that provides awareness to federal, state and local stakeholders of vulnerabilities to maritime infrastructure with regard to national security

What Does PSA Do? Provides risk assessment of the Nation’s most economically and militarily strategic ports Communicates vulnerabilities of critical maritime infrastructure to federal, state, and local authorities Identifies security vulnerabilities Outlines specific measures recommended to address security vulnerability Compiles a comprehensive report that assesses vulnerabilities Analyzes potential damage and/or loss to critical port assets Identifies national trends and best practices

Evaluating PSA Establishing the Focus of the Evaluation Establishing the Need for the Evaluation Establishing the Resources Available to Execute a Meaningful Evaluation

What is an Evaluability Assessment? Two (2) primary questions to consider: 1.Is this program worth evaluating? 2.What sort of program evaluation method should be used to maximize the use of the information by primary stakeholders? An evaluability assessment attempts to address the two (2) aforementioned questions

Why Conduct an Evaluability Assessment for PSA? Prevention of waste Determination of stakeholder needs Formulation of relevant evaluation questions Building consensus for future use

What Are the Steps Involved? Examination of program theory and stakeholder assumptions Assessment of resources available to adequately evaluate the program Examine stakeholder plans with regard to the information obtained from any proposed research

How Will this Assessment be Conducted with Regard to PSA? Analysis of stakeholder positions and relationships through accessible documentation Assessment of programmatic resources such as personnel, training, facilities, operation time, etc. Assessment of stakeholder considerations with regard to research use through interviews
