eG4M Keywords eGovernment models and methodologies (e-Model) socio-economic impact of information and comunication technologies in Mediterranean Countries (MCs) network organization in public administration ICT service oriented computing ICT information and data quality

eG4M: Goals and motivations To focus on new paradigms from sociological, economic, juridical, organizational, information technology research areas To extend the e-Model according to these paradigms and make it suited for MCs To develop (and provide) improved guidelines for E- model adoption will permit  to fulfill the requirements in assessing the e-readiness  To contribute at identifying actions to include in the implementation plan.  To support the political subjects involved in driving the eGovernment deployment

eG4M strategic roadmap e-Model as a starting point Operative Plan socio/org/econ/tech insights from the MC context Experimentation with some institutions in MC  e-readiness assessment  strategic goals  strategic planning Adaptation of the enhanced e-Model Second experimentation  e-readiness assessment  strategic goals  strategic planning  …  eGov virtual incubator (laws access) time 6 months 36 months 18 months 2 months 10/2005

eG4M dimensions Due to the interdisciplinary nature of the project, goals and objectives pertain to a wide range of areas (i.e. social, economic, organizational, juridical, technological research). The project articulates across 4 dimensions 1. Involved Mediterranean Countries (their societies and cultures) 2. Research interests  social/organizational factors  economical/legal factors  enabling technologies

Project stages (WPs and deliverables)  Requirements collection  guidelines development  experimentation of guidelines  experimentation of services for e-Model enhancement (e.g. access to laws)  Specifications for e-Model enhancement

Involved Countries Focus on the socio-economical impact of ICT on relationships among citizens, institutions and organizations within and between MCs. Mediterranean Countries with their own cultural, social, and historical peculiarities.  Morocco  Lebanon  Jordan  ……………

This involves different and complementary perspectives on the subject to address peculiar heterogenous factors:  sociological approach  organizational approach  economical approach  juridical approach  technological approach

eG4M outcomes The enriched guidelines are aimed at:  meeting the specific requirements of the country according to the ereadiness assessment diagnosis;  contributing to the easy identification of actions and projects to enclose in the e-government plan;  supporting the policy makers to steer the complex of e- government phenomenon. These guidelines will be validated through:  the deployment of an e-model architecture specific for MCs.  awareness and training on access to public legislative data services.

Benefits for MCs A final objective of the project will provide concrete benefits for MCs, resulting in  a set of tailored guidelines and best- practices to steer their own strategic and operational eGov plans. awareness and training on access to national legislation services.

Critical success factors and risks the success of the project stands on the capability to broadly expand the institutional relationships with MCs. The enlargement of relationship network at institutional level is seen as an essential element to generate a wide awareness and trust about the effectiveness of the project results.
