Today’s Presentation Strategic Planning and Institutional Effectiveness: Implementation Phase – AQIP Project Version 3.0 PIED Cycle of the Balanced Scorecard: a beta test of the first feature of the BSC -- Declaring Outcomes

AQIP Action Project Action Project: Strategic Planning and Institutional Effectiveness (Implementation Phase) Declared on 1/1/08 ; scheduled to be retired on 12/1/09 Institutional Effectiveness Committee (IEC): Champion Updated version submitted to HLC with an extended deadline of 12/ 1/ 2010

Action Project: Strategic Planning and Institutional Effectiveness Measuring progress: – Units/ colleges declare outcomes and projects related to the Strategic Plan using the web-based balanced scorecard – Unit-specific reports developed to collect and analyze data related to the benchmarks – Annual reports presented to the Vice President’s Council and other committees documenting the units’ outcomes linked to each strategic focus – Annual budget hearings held in which units link their plans and accomplishments to budget requests

Plan Step: Development of Balanced Scorecard Balanced Scorecard – Consists of modules for declaring outcomes, annual updates and reports – Functionality allows editing, updating, deleting and reporting – Title III funded initial development – Work continued by graduate assistant

Evaluate: Strategic Plan using BSC Declaration Function Any objectives with no activities aligned with them (no or few units working on them!)? Unit outcomes aligned with active AQIP projects? Did someone claim them? Identify next set of AQIP projects? – Double dipping: unit outcomes aligned with retention projects, for example? – Any obvious holes that need to be addressed?

Evaluate: Strategic Plan using BSC Declaration Function Objective 1.3: Integrate informatics into all current degree programs and develop new informatics-based degree: 1 Unit and 1 outcome Objective 2.3: Attract additional out-of-state high school students, especially those in northern states such as Wisconsin and Illinois. 1 Unit and 1 outcome Objective 2.4: Target high school students who graduate from 1:1 mobile computing (tablet) high schools. No units Objective 3.3: Enhance athletic programs by full adoption of the NAIA Champions of Character program. 1 Unit and 1 Outcome

Evaluate: Strategic Plan using BSC Declaration Function Objective 3.5: Increase enrollment in DSU Honors Program 1 unit and 1 outcome Objective 3.6: Develop student-led, green campus initiatives. No units Objective 3.7: Provide curriculum that engages the student in global awareness and increased opportunities for students to study abroad. 1 Unit and 1 outcome Objective 4.2: Develop the Doctor of Science degree program in Information Systems into a leading, nationally recognized program. Objective 4.3: Recruit and retain a cohort of research faculty 1 unit and 1 outcome

Evaluate: Strategic Plan using BSC Declaration Function Objective:: 5.4: Advocate changes in the university funding model to better compensate DSU for its distance offerings and to allow expansion of new offerings. No units Objective 6.3: Increase levels of student participation and visibility in national and regional scholarship competitions 1 Unit and 1 outcome Objective 7.4: Obtain funding to support facilities and campus infrastructure improvements. 1 Unit and 1 outcome

Evaluate: Strategic Plan using BSC Declaration Function Current functionality within BSC cannot provide this information – What’s overall progress to date on strategic plan objectives? – Are unit measures aligned with strategic plan objective measures? – What’s the level of collaboration between units?

Evaluate: Balanced Scorecard Should improvements be made to the declaration function of BSC, based on user feedback? – Functionality to the Add / Edit Outcome -- change dates of outcomes and edit outcomes – Develop reports for VP Council and users – Develop downloadable data files for users – Set time frame for declarations

Decide: Balanced Scorecard Institutionalize: Move to next phase of BSC (improving Declaration Function, activating other features) ? Restart PIED: Another tool? OR Discontinue: BSC tool not needed?

Decide: Balanced Scorecard If we institutionalize BSC, we will need volunteers / task force to work on next phase, using PIED cycle – Improve Declaration Function – Add Reporting Function so units can provide annual updates on progress, sort projects by status, etc. – Develop time frames for declaration, reporting, etc.
