Emerging databases International : WB– UNDP– WHO With their limits (different data collection methods, surveys, census, periodicity, non-unified data sources...) National : The Observatory of HD (Albacharia, Information System, GIS, Household Panel Survey), MASSAR Project ( students and teachers) etc.
How do the Observatory’s databases take advantage from other databases? Data collection and updating Valorisation by creating a Dashbord of human development Classification of performances by theme in 4 classes (represented in chart below) Cartographic presentation (Map below).
How can the Observatory’s emerging database measure human development? Internationally-oriented, Fact sheets by topic of analysis, National and international vision of the performances of Morocco Four performance classes (low, medium, good, very good). Digital library Database in full text Multi search engine Extension to national and international networks Territorial base unit : municipality Georeferenced activities and institutions, Different HD topics included Thematic maps HD synthetic maps 8000 targeted households. Advantages of the Observatory’s databases : Free access in different languages Availability and reliability of a complete information Multidimensional approach Diversification of HD topics International, national and territorial coverage (even sub-municipal) Mapping and development of HD profils Information on and treatment of different phenomenons related to HD (school dropout, poverty,…) Analysis and evaluation of the supply and demand for basic services Constraints New qualifications integrating data mining and computing Analysis and results interpretation capacities : « to question the data »
How can the Observatory develop other emerging databases? New perspectives : Unleash and use available data (Open-Data) « Master Class » : First step in building up the Open data Setting up a collaborative platform to facilitate the exchange of information between data providers and users in order to make available the collected but not used information by the classical data collection systems.
9 9 Developing and using emerging databases require new computing skills and tools associated with powerful and adaptative analysis methods. The role of networking is essential to knowledge sharing and experience exchange with key partners on innovative tools and approaches (CONEVAL, United Nations Agencies, the National Library, national and foreign universities, evaluation associations, local and regional actors and other stakeholders).
