National Response Plan on Natural and Man Made Emergency Situations Emergency Management Department Ministry of Internal Affairs (MIA) of Georgia

What is National Response Plan (NRP) Submitted agreement between Ministries and Agencies, which: Regulates emergency situations operations plans, which are created for the concrete danger; Aids in this direction existed laws in the Country; Provides assistance and coordination of resources delivery for regional and local authorities on the national level.

National Response Plan (NRP) is activated? In case of any event, when national level assistance is needed. If this event is declared as an emergency situation; When serious danger is expected and assistance is needed on the national level.

What kind of assistance can be provided? First aid assistance resources, including food, water and medical service; Communal service recovery, necessary road line cleaning, provision of massive shelters and food; Special groups: for the fast assessment of damage, medical aid, communication and electricity recovery, search and rescue works, accident management, relations with society; Credits and grants for the reconstruction of the damaged buildings.

Assistance functions in emergency situation This plan covers functional approach, which unify 17 functions of national level assistance types, which can be the most useful for the damaged region; Management of each function is made by structure, which has convenient power, recourses and capabilities in this sphere; The functions are used with the representatives of the local authorities in case of necessity.

Assistance functions in Emergency Situations Function 1 - Provision of Analitical planning activites; Function 2 - Provision of communications and warning sistems activites; Function 3 - Provision of population evacuation activites; Function 4 - Provision of search and rescue, emergency-rescue and recovery-rescue works activites; Function 5 - Provision of transport; Function 6- Provision of medical assistance; Function 7- Provision of diplomatical protocol and international humanitarian assistance; Function 8 - Provision of forest fire fighting activities;

Assistance functions in Emergency Situations Function 9 - Provision of energy; Function 10 - Provision of plants and animals safety; Function 11- Provision of chemical and radiational safety; Function 12 - Provision of material technical supplies; Function 13 - Provision of engineering activates; Function 14 - Provision of public order and material values protection; Function 15 - Provision of road; Function 16 - Provision of food and water. Function 17 - Provision of protection of cultural Values

Plan Activation: Capacities According the declaration, the President can give the indication to Ministries and Agencies to use the power and resources (including local and regional); Above mentioned power also transfers to the Minister of Internal Affairs and to his representative in response provision matter; It is possible to activate all or some structures to respond occurred event.

Objectives of response operations Safe the life Protection of territory and property Determine necessary means Safety and health protection of the population Temporary shelter Temporary energy Water, food and other critical resources.

Response resources Special reaction teams are prepared in : Search and rescue; Medical assistance; Water delivery; Temporary energy delivery; Control of hazardous materials.

Response resources Equipment and resources which is normally needed during the first 72 hours: Electrical generators; Water, tanks; Food; Children food; Medical packs for the first aid; Tents (for the different nomination); Sleeping bags.
