What is Supporting People? Supporting People is the name given to a set of funding, commissioning and monitoring arrangements for housing related support (HRS) services. Our Vision for Southend Borough Council Supporting People Programme The Supporting People Programme in Southend pays for high quality services that help vulnerable families and single people to maintain their housing or move to more appropriate housing with support packages that best meet their needs. Our strategic priorities for 2007/8 are to: 1. Increase the level of floating support services funded through the programme: so that people can receive support where ever they live. 2. Increase the level of services for the socially excluded funded through the programme: this means increasing services for people who don’t want or cannot access statutory services, but still have a support need. 3. Improve service quality, performance and effectiveness: ensure that current services get better at what they do 4. Improve access, referral and exclusion arrangements for services: ensure that existing services are more accessible to all who need them. 5. Establishing Steady State contract arrangements: Save money and improve quality by negotiating new contracts with all providers. 6. Implement Audit Commission recommendations: We have just been inspected by the Audit Commission and we now have 34 recommendations to implement and we aim to do this by October 2007.

Where are we at? Prosperous and Learning Communities (12 Milestones) Every SP funded service is involved in promoting access to education, training and employment (ETE) in an appropriate manner Every SP funded employer can demonstrate it’s commitment to employing staff with appropriate community languages Milestones due Oct on target 51 Outstanding Issues: Delay in meeting milestone on Community Languages appraisal as this is being carried out by Corporate Equalities Team.

Safer Communities (6 Milestones) Services prepared to offer support with substance misuse problems. Support in place for vulnerable people in the community who are victims of anti-social behaviour (ASB) Milestones due Oct ** Outstanding Issues: ** Delay with getting agreed plan between FIP and CDRP in sharing information and communication arrangements.

Healthy Community (10 Milestones) A variety of services working with statutory partners to complement statutory roles and responsibilities focused on client needs and provide realistic alternatives to institutional care. Continue to fund services that help reduce demand for public services and that help people to manage long term health conditions in the community Milestones due Oct ** Outstanding Issues: **Milestones to develop Hospital Discharge Protocol for Runwell and others, Review CLG Pilot and share information about Public Targets. All due by October 2007 and have been delayed because we have no Project Officer. Recommend that we move target date to December 2007.

Housing and Supporting People (10 Milestones) Accommodation based services exceed the Decent Homes Standard Floating support services focused on providing support to socially excluded people, particularly to those living in temporary accommodation Socially excluded people across tenures have access to appropriate support. Milestones due Oct on target 5 Equality and Diversity (12 Milestones) A programme funding services, all of which can demonstrate that they meet the language and cultural needs of their actual and potential service users Milestones due Oct ** Outstanding issues: **This milestone is around getting Cambridge to do a mystery shop for Southend. Recommend that we move target date to November 2007.

Joint Working and Outcome Measures (9 Milestones) Funding arrangements are in place for every service that reflect the needs of the service users determined by their needs rather than eligibility requirements. Utilise information that demonstrates service effectiveness, in line with CLG and local requirements (especially LAA targets). Milestones due Oct on target 51** Outstanding issues: ** Milestone will be met upon completion of Steady State Contract.

People with Mental Health Problems and Mentally Disordered Offenders (9 Milestones) Better understanding of the needs of people with mental health problems Flexible floating support service provision providing community support services and assisting the rehabilitation process. Milestones due Oct ** Outstanding Issues: ** All milestone are around access issues which will be resolved through proposals of new Access Gateway

People with Learning Disabilities (9 Milestones) The programme will fund more self-contained provision. Outreach / resettlement services expanded to meet the increased demand for such services combined with greater access to mainstream housing. Service users offered more choices in their housing and more community based housing Milestones due Oct ** Outstanding Issues: ** These milestones are around assessing current service user needs and reviewing current contracting arrangements towards an hourly based contract value. Needs Assessment will be delayed until Dec 07 due to lack of response from providers and Contract reviews will be delayed until March 2008 in line with rationalisation of LD contracts.

Older People, Frail Elders, Older People with Mental Health or Dementia (6 Milestones) The SP programme will fund a range of flexible support options and linked to domiciliary, extra care and alarm / assistive technology provision where appropriate. Service users will have a range of support options in addition to sheltered housing. Milestones due Oct ** Outstanding Issues: **Delayed due to Sheltered Housing Review, which will cover most of these milestones. All milestones to be moved forward to Dec 07.

Homeless Families, Single Homeless & Rough Sleepers (16 Milestones) Currently homeless and potentially homeless families will have their support needs met. Floating support will be available to potentially homeless families to prevent repeat homelessness Milestones due Oct On target 61** Outstanding Issues: **Will be covered as part of the access gateway proposal

Offenders / People at Risk of Offending and People with substance misuse problems (21 Milestones) Appropriate floating support service that will meet the needs of this client group Appropriate accommodation based services for ex offenders / youth offenders and substance misuse. Milestones due Oct **1 Outstanding Issues: **3 of the milestones will be met through remodelling FS Service and the remainder two milestones involves agreeing a Protocol with MAPPA & PPO.

Young people at risk / Leaving Care / Teenage Parents / Young Offenders (16 Milestones) Integrated approach to the development of a range of support services for young people which meet the aims and objectives of the children’s service. SP will fund appropriate services for teenage parents with support needs Milestones due Oct On target 22** Outstanding issues: **These targets involved core outcome for providers in Steady State Contract and are being met.

People with Physical or sensory disabilities, HIV / AIDS and / or long term conditions (10 Milestones) SP will fund a range of support options for people with a physical of sensory disability, HIV /AIDS or long term conditions. This client group will receive appropriate support Milestones due Oct 2007 – 4 (one to be revised 2008) – on target 22 Travellers (6 Milestones) Gypsies and Travellers with support needs will have access to appropriate, culturally sensitive and responsive support services. Milestones due Oct On target 2

Survivors of Domestic Violence (7 Milestones) A range of support services in place for women fleeing violence, a cross authority approach to needs mapping and commissioning. SP will understand the support needs of women who wish to remain at home Milestones due Oct On target Overall position 31 (SSC) Operational Procedures (39 Milestones) Improved governance Effective delivery of the programme Service user involvement is an integral part of the programme Milestones due Oct ** Outstanding Issues: ** All milestones are around the PI workbooks, which have been sent to providers and are in the process of being completed. Audit Commission Recommendations (27 Milestones) Clearly established priorities of the 5 year strategy Strengthened governance arrangements of the programme Clear objectives will be in place Clear and aligned work with partners Delivery of cost effective and quality services in respect of Supporting People grant Milestones due Oct Outstanding Issues: Outstanding target is to discuss with Corporate Centre on how to incorporate ProMaf approach into work plan/implementation plan. Staff due to be trained in this area by October 2007
