Why Post 2015 Framework for DRR? The Hyogo Framework for Action 2005-2015 is approaching its end Growing human costs and economic losses due to disasters More people and assets are located in areas of high risk Rapid urbanization will further increase exposure to disaster risks IPCC Special report: changing climate will change frequency, intensity and timing of extreme weather and climate events UN General Assembly Resolution 66/199 requested UNISDR to faciliate development of a Post 2015 Framework for Disaster Risk Reduction

This shows you the main milestones of the process This shows you the main milestones of the process. The 3rd World Conference on DRR in early 2015 in Japan will expect the new framework to be adopted and implementation modalities discussed. The 5th Asian Ministerial Conference on DRR in Yogyakarta is one of the first key steps in bringing stakeholders together and identifying issues of importance to be addressed. In May this year, the 4th session of the Global Platform on DRR in Geneva, Switzerland will see deliberations of consultation outcomes to date and the preparation of the 0 draft afterwards. Also in May, the High Level Panel, co-chaired by the President of Indonesia will submit a report to Secretary-General on post-2015 Development Agenda. DRR is expected to feature prominently in the report The drafts of HFA2 will be further discussed/consulted during 2014 including at the next round of Regional platforms (such as the 5thAMCDRR), preparing countries for negotiations and consensus building to adopt the framework in 2015 6

HFA2 Consultation process Two Phases: First Phase: from March 2012 to the Global Platform in May 2013 Focus: broad substantive issues for a new framework for disaster risk reduction GPDRR: deliberations on HFA2 will consolidate issues and recommendations made to date and deepen the dialogue Second phase: from June 2013 to the 3 rd WCDRR in early 2015 Focus: content and format of a draft HFA2

Engagement of the National Platforms in HFA 2 A number of National consultations conducted by National Platforms Eg. Alegria, Lebanon, Sri Lanka, Cambodia, Sweden, Germany Take the opportunity at GPDRR for dialogue Identify ways for a stronger role on Phase II of consultations

Phase 2 of consultations on HFA2 Key elements of HFA2 will be prepared drawing on the consultations and deliberations at the 4th GPDRR; In 2013-2014: consultations based on the key elements will be sought with countries, IGOs and stakeholders. At the regional level, the 5th Pacific Regional Platform on DRM (July 2013) and 6th AMCDRR (June 2014) will be key forums; In early 2015: final draft of the post-HFA framework submitted for consideration at the 3rd World Conference on DRR in Japan; In 2015: UN Secretary-General submits a report on the 3rd World Conference on DRR (WCDRR) to the UN General Assembly along with a recommendation for the UN General Assembly to adopt the HFA2

Remaining period of HFA Accelerate implementation: urgency for accelerated and scaled-up action Achievements at the national level are translated to the local level: by building the capacities of local governments and community members to enable resilience building Close the gaps in policies and legislation which act as hindrance for swift implementation Multi hazard risk assessments, risk based planning and early warning systems with connectivity to the community level Accelerate the focus on small-scale high-frequency disasters DRR and CCA are integrated into socio-economic and development sectors, with greater attention on social equity, gender issues in DRR and other specifically vulnerable groups. The integration of DRR principles into major infrastructure projects, along with improved enforcement of relevant legislation such as building codes.
