THE MINISTRY OF THE INTERIOR RECOGNISED THE NECESSITY TO UPDATE BAHRAIN NATIONAL EMERGENCY PLANS 2

KEY RECOMMENDATIONS Legislation – Amiri Decree 5/1990 was drafted to meet Contingencies 1990 Gulf War. It has not been amended/updated. It has not applicable to cover more common Civil Emergencies and Incidents. Structure – There is a lack of Central Focus to coordinate essential Civil Protection activities of Risk Assessment, Emergency Planning, Response, Recovery. Ministries are not aware of Emergency Planning and Public Safety responsibilities. Too much responsibility on Ministry of the Interior which is unable to carry out functions which should be carried out by other Ministries. 7

NATIONAL COMMITTEE FOR DISASTER MANAGEMENT (NCDM) MEMBERS Headed by Chief of Public Security. Members from Ministries (Interior (Civil Defence, Customs Affairs), Municipality, Health, Electricity & Water, Works & Housing, Information, Finance), Bahrain Defence Force, National Guard, Civil Aviation Authority. 8

NATIONAL COMMITTEE FOR DISASTER MANAGEMENT (NCDM) MANDATE Effect changes to Existing Civil Defence Law. Strategic Coordinating Committee to ensure Ministries and Agencies develop: o Hazard Identification and Risk Assessment. o Appropriate Regulations to match the new Legislation. o Emergency Plans. In turn the relevant Ministries and Agencies receive support and coordination to enable them to plan for, manage crisis and ultimately recover. Plan Joint Disaster Training and Exercises. 9

Contingency Plans (Single and Multi-Agency) to be completed. National Disaster Plan to be written. Draft Contingency Legislation to be approved and made into Law. Regulations to be written to support new Law. Training to practice Contingency Plans. Annual Reevaluation of the National Risk Assessment. 18
