Development of Publishers Criteria The Publishers Criteria was developed by the two lead authors of the Common Core State Standards and revised through conversations with teachers, researchers, and other stakeholders. Criteria is developed for K-2 and 3-12 in English language arts and literacy for history/social studies, science, and technical subjects.
