Reasons for implementing WCHSD CА Economic losses due to Natural Hydrometeorological Disasters (NHD) average from 0.4 tо 1.3% of GDP in Central Asia; Therefore the requirement for high-quality weather, hydrological and climate services is of exceptional importance to stable development in the region. Reasons for implementing WCHSD CА Weather, climate and hydrological information is essential for: early warning for the population in the event of a natural disaster; optimisation of economic activities in sectors such as agriculture, transport, water management and hydropower. Reasons for implementing WCHSD CА The low technical and professional potential of National weather, climate and hydrological services (NWCHS) in Central Asia: a) obsolescent and unserviceable equipment; b) badly organised communications; c) an acute shortage of skilled staff. General aims of WCHSD CА Improving the quality of weather, climate and hydrological services in Central Asia; Developing and reinforcing interaction between NWCHS CА in the exchange of data, information and know-how for the restoration of infrastructure and professional potential; Reducing the risks of natural disasters, managing the consequences of climate change and promoting economic development in agriculture, the water resources sector, power engineering and transport throughout the region. Subcomponent С.1 Institutional strengthening of the Tajik Weather, Climate and Hydrological Service (Tadzhikgidromet), including the raising of professional potential, and financial stability models, by: a) technical support and training of personnel; b) devising and approving the essential business model for the provision of commercial weather, climate and hydrological services in the Republic of Tajikistan; c) renewal of the scientific methods basis of Tadzhikgidromet operations to bring them into line with the standards of the World Meteorological Organization. Subcomponent С.2 Improving the system of weather, climate and hydrological monitoring ensuring timely warning of catastrophic and dangerous phenomena and water resources management by: a) equipping and restoring weather, hydrological and agrometeorological observation points and avalanche observation networks; b) creation, restoration and/or upgrading of national weather, climate and hydrological data collection centres; c) improving forecasting systems. Results expected (i)Reaching a ‘satisfactory’ level at Tadjhikgidromet in terms of technological provision (comparable with the general technological standard of NWCHS in WMO member-countries); (ii)More reliable hydrometeorological and climatological forecasts, contributing directly to the economic development of the Republic of Tajikistan, particularly with regard to the development of the agricultural, water resources management and hydropower sectors, as well as combating natural disasters and climate change; (iii)Raising the quality and extending the range of data-processing products supplied in an easy-to-use form to satisfy the consumer; (iv)Improving the system of data and information exchange, in particular with regard to natural disasters, at the regional level.
