2 Operational Programme for the Implementation of the EFF Support in Latvia for 2007 – 2013 (EFF OP) Total Public Funding – MEUR including Axis 4 – MEUR

3 Current situation for all Axis (01/10/2009) Approved 376 applications – 38.5 MLVL (33% of total available financing) Already paid 287 applications – 12.2 MLVL (10% of total available financing) Implementation of 3 measures not yet started

4 Implementation of the Axis 4 5 MLVL were announced in July, 2009 Application period 01/09/ /10/2009 LAG applications received - 24 (6 new) Applicants - the same groups as for the EAFRD measures (trained within the LEADER) Implementation of the Axis 4 is based on the experience from the LEADER

5 National Fisheries Network (NFN) Discussions within the Monitoring Committee According to the rules of the CofM No.573 ( ) - Latvian Rural Advisory and Training Centre, Ltd (LRATC) will carry out NRN and NFN duties.

66 Latvian Rural Network Rural Network main tasks: Activities for implementing RDP 2007–2013 – seminars, experience exchange Organization and inhabitant involvement in working out process of RDP 2014–2020 suggested the NDP, the involvement of rural areas there Promotion of cooperation between the Ministry of Agriculture, its institutions and rural organizations Agricultural organizations Fisheries organiza- tions Public authorities Ministries Ministry of Agriculture and LRATC Rural NGOs LEADER groups Education instituions Entrepreneurs Forestry organizations

8 Main principles for the NFN Ensure involvement of all social groups and sectors; NFN activities and target participants are closely related to the National Rural Network (NRN); Change from the sector trended actions to the general territorial development in EFF implementation measures; Save recourses while ensure the successful operation of NFN and demarcation with NRN activities; Do not create new and different one-stop agencies for rural and fisheries LAGs; Take into account ongoing experience of the NRN unit for NFN activities; NFN activities should focus not only on Fisheries LAGs but also on each of it’s covered sectors respecting all shareholders interests in the EFF OP implementation

10 Main tasks of NFN –cooperate with state and municipal authorities, non-governmental organizations including LAGs, fisheries companies and other institutions; –ensure technical assistance and advice, as well as support for Fisheries LAGs –coordinate the activities of the NFN –organize seminars, informative events and conferences for LAGs and stakeholders –to take part in FARNET activities. (in accordance with EFF OP )

11 Status and planed activities of the NFN Now: Project implementation for fisheries within Axis 4 still not started; Now financing available within the EFF Technical Assistance for separate projects and activities to support NFN developments; Future: NFN shareholders meetings; Informative seminars and events; Informative materials about EFF OP measures; Increase of the coverage of NFN Unit activities towards wider participation of the stakeholders of Fisheries LAGs - entrepreneurs, local government representatives, non-governmental organizations; Participation in FARNET (first 15/10/2009)

12 Assistance from the FARNET support unit (what we expected) Target groups - NFN, MA, LAGs Advice and support on: –Identifying and transferring good practice –Information and capacity building –Transnational cooperation –Project management, selection and finance (mainly for LAGs), etc.
