Martin Gornig Helsinki, EU Sixth Framework Programme Labour Input Estimates are the result of an own subsystem in the National Accounts: Task force on employment estimates Information on Number of employees and self-employed and Hours Worked is based on a total of 45 separate surveys. The main sources are different surveys according to the industry considered, i.e. survey in manufacturing or civil servants statistics. In addition, important statistics are used without focus on specific industries, like the Social Security Data (SSD) or the Labour Force Survey (LFS). Martin Gornig Helsinki, EU Sixth Framework Programme The industry breakdown in the German National Accounts is not in line with the statistical roadmap in EU KLEMS. In addition, the breakdown changes over time. Still, it seems possible, to estimate the employment data for more or less each industry. However, there will be a significant difference in the data quality. Grad 4Grad 3Grad 2Grad 1 In the statistical roadmap a grading system of quality assessment is described. Four different grades are suggested: Industry breakdown, periods and the database quality Grad 4 (the highest level): this is here assumed for the original data from the National Accounts in line of ESA´95. Grad 1 (the lowest level): describes data, produced with simple estimation techniques like RAS.

Martin Gornig Helsinki, EU Sixth Framework Programme The National Accounts are a consistent framework to provide employment in line with ESA '95. The proposed industry breakdown in EU KLEMS seems to be possible. To get corresponding indicators for the volume of labour input, additional calculations have to be made. In particular, this will be necessary to achieve the industry breakdown proposed by EU KLEMS. For Germany, the high quality data for the employment input from the National Accounts have been used. It is not possible to use data from sources with a less reliability on the industry level. The employment data from the Labour Force Survey in Germany are not significant on the level of 63 or 72 industries. Best sources to estimate labour input volumes in Germany
