In addition, the breakdown changes over time. Still, it seems possible, to estimate the employment data for more or less each industry. However, there will be a significant difference in the data quality. Grad 4Grad 3Grad 2Grad 1 In the statistical roadmap a grading system of quality assessment is described. Four different grades are suggested: Industry breakdown, periods and the database quality Grad 4 (the highest level): this is here assumed for the original data from the National Accounts in line of ESA´95. Grad 1 (the lowest level): describes data, produced with simple estimation techniques like RAS.

The proposed industry breakdown in EU KLEMS seems to be possible. To get corresponding indicators for the volume of labour input, additional calculations have to be made. In particular, this will be necessary to achieve the industry breakdown proposed by EU KLEMS. For Germany, the high quality data for the employment input from the National Accounts have been used. It is not possible to use data from sources with a less reliability on the industry level.
