O VERVIEW  County 4-H Council Training is:  Delivered 254 different ways  Limited in the number of resources available  Lacking in parliamentary procedure skills

P ROGRAM G OAL  Increase leadership skills of youth to equip them for future leadership opportunities in adulthood  Provide counties with a toolbox of resources to help them effectively train County 4-H Council Teams  Develop a State Leadership Contest for County 4-H Council Teams to demonstrate their skills  Recruit and train adult volunteers as leadership project leaders

T ARGET A UDIENCE  County 4-H Council  Established audience that counties should already have in place  Adult Leaders  County 4-H Council Advisor  Leadership Project Club(s)  Train Club Managers using these resources

T IMELINE  Spring/Summer 2009: Training for agents on program and contest. Agents add to their TExAS Plans.  August/September 2009: Participating counties begin program.  Fall 2009: Districts or Regions host One Day Leadership Workshop to provide training for County Council Teams on the leadership contest, service learning and parliamentary procedure

T IMELINE … C ONTINUED  Spring 2010: Districts or Regions host first Leadership Contest  June 2010: Conduct first State Leadership Contest at Texas 4-H Roundup  January 2011 – First Texas 4-H Team to compete at Western National in Colorado in Parliamentary Procedure Contest

P ARLIAMENTARY P ROCEDURE D EMONSTRATION  20 minute presentation  4-6 team members (President, Vice President, Secretary, Treasurer, 2 other members)  Must demonstrate these motions: Main Motion, Amend a Motion, Division of the Assembly, Lay on the Table, Take from the Table, Withdraw a Motion  Will be given 3 problems to incorporate in their demonstration

P ARLIAMENTARY P ROCEDURE D EMONSTRATION  Teams will be provided: Agenda and Parliamentary Procedure Problems  Teams must provide: Minutes, Treasurer’s Report, Letter of Communication, Committee Report  15 minutes to review problems and plan their presentation  Max of 100 points for Parli-Pro Demonstration

Q UESTION /A NSWER S ESSION  7 questions per team  Each team member must answer one question  Teams will determine who will answer remaining question(s)  Each team member may answer no more than 2 questions  Maximum of 10 points per question (max of 70 points)

Q UIZ B OWL  Standard Quiz Bowl Rules will apply except for one change – Substitutions  Teams may make 2 substitutions during the Quiz Bowl Round  All team members will be allowed in the Quiz Bowl room. Extra team members will be seated with coach behind the designated team  Two teams at a time will face off for one round of 30 questions (8 individual questions, 22 toss up questions, 3 bonus questions attached to toss up questions)  Max of 30 points (not including bonus questions)
