DHS Office of University Programs (OUP) Programmatic Areas Centers of Excellence (COEs) Education Programs Minority Serving Institutions (MSIs) Initiatives FY 2010 Operating Budget: Approximately $45M Overall, our mission to Create a well qualified (STEM-educated) S&T workforce that reflects the make-up of the U.S. OUP Roles Execute the MSI Program to build capacity at select MSIs 2

Education Programs The Homeland Security Science, Technology, Engineering and Mathematics (HS-STEM) Career Development Grants Program provides institutional grants to colleges and universities to award scholarships and fellowships to students in HS-STEM disciplines. The DHS Scholarship and Fellowship Program provides individual scholarships and fellowships to support undergraduate and graduate students pursuing degrees in homeland security-focused courses of study. The Summer Internship Program provides undergraduate juniors and seniors the opportunity to work with homeland security professionals and researchers during the summer. The K-12 STEM Education Initiatives pilot innovative approaches to K-12 stem education using technologies focused on homeland security issues The National Defense University Science and Technology Leadership Program provides partial fellowships for DHS employees to pursue Master’s degrees in science and technology leadership. DHS University Program’s Core education programs are open to all US academic institutions including MSIs. Student recipients must be U.S. citizens. Career Development Grants Scholars and Fellows Program Student Summer Internships K-16 Translation Initiatives 5

Career Development Grants (CDG) Program The Homeland Security Science, Technology, Engineering and Mathematics (HS-STEM) Career Development Grants Program provides institutional grants to colleges and universities to award scholarships and fellowships to students in HS-STEM disciplines. 34 Career Development (institutional) Grants won by 27 universities since 2007 The Career Development Grants Program supported an estimated 120 undergraduate and graduate students since 2007 4 MSIs have received CDG grants since inception Please apply next year at www.grants.gov For example, some MSIs that have received awards are: Jackson State University MS CUNY NY New Mexico Institute of Mining & Technology NM John Jay College of Criminal Justice/Graduate Center of CUNY NY Institutional grants with 92-8 split 8% can be used for indirect costs The recipient must use at least 92% of the funds (direct costs) for the direct support of students and research or internship experiences relevant to DHS. The remaining funds, up to 8% (indirect costs), may be used for early-career faculty, curriculum development, faculty exchanges within DHS COEs or other institutional support. 6

Scholars and Fellowship (S&F) Program The DHS Scholarship and Fellowship Program provides individual scholarships and fellowships to support undergraduate and graduate students pursuing degrees in homeland security-focused courses of study. The Scholars and Fellows Program supported 522 Scholars & Fellows since 2003 12% awarded to students at MSIs Please apply next year at www.orau.gov/dhsed 7

Summer Internship Program (SIP) The Summer Internship Program provides undergraduate juniors and seniors the opportunity to work with homeland security professionals and researchers during the summer. 20% of student interns attended MSIs Please apply next year at www.orau.gov/dhsinternships 8

Minority Serving Institutions (MSI) Programs MSI Scientific Leadership Awards (SLA): Institutional awards to support the development of HS-STEM teaching initiatives, curriculum development and scholarships in HS-STEM fields Summer Research Team (SRT) Program: Summer research collaborations that engage early career faculty and students with the DHS Centers of Excellence Existing awards given to Centers of Excellence to expand MSIs' STEM capabilities and develop a number of proven career pathways for MSI students 9

Previous Funding Opportunity Announcement 2011 DHS Scientific Leadership Bridge Award for Minority Serving Institutions Granting Community Colleges Degrees Funding Instrument Type: Grant Category of Funding Activity: Education Category Explanation: Proposals may be submitted by only accredited academic MSI institutions in the U.S., its territories or possessions, and the Commonwealth of Puerto Rico, that award associates degrees in science (including social science), technology, engineering and/or mathematics (STEM) fields. Expected Number of Awards: 10 Estimated Total Program Funding: $1,000,000 Award Ceiling: $250,000 Closing Date: March 8, 2011 10

Expected Number of Awards: 10 Estimated Total Program Funding: $3,600,000 Award Ceiling: $500,000 Closing Date: January 31, 2011 11

Previous Funding Opportunity Announcements 2011 DHS Scientific Leadership Award for Minority Serving Institutions Granting Graduate Degrees Funding Instrument Type: Grant Category of Funding Activity: Education Category Explanation: Proposals may be submitted by only accredited academic MSI institutions in the U.S., its territories or possessions, and the Commonwealth of Puerto Rico, that award graduate degrees in science (including social science), technology, engineering and/or mathematics (STEM) fields. The maximum award for a master degree program proposal is $250,000 in total. The maximum award for a PhD program proposal is $400,000 in total. Expected Number of Awards: 5 Estimated Total Program Funding: $1,600,000 Award Ceiling: $400,000 Closing Date: March 8, 2011 12
