STEM Funds for MSIs This section amends the Higher Education Act by extending funding for programs under this section created under the College Cost Reduction and Access Act for programs at HBCUs and other MSIs through 2019, including programs that help low-income students attain degrees in the STEM fields by the following annual amounts: $100 million to Hispanic Serving Institutions including $10 million for community partnerships, $85 million to Historically Black Colleges and Universities, $15 million to Predominantly Black Institutions, $30 million to Tribal Colleges and Universities, $15 million to Alaska, Hawaiian Native Institutions, $5 million to Asian American and Pacific Islander Institutions, and $5 million to Native American nontribal serving institutions.

Hawkins Centers of Excellence (New Request) FY $30 million for the new Hawkins Centers of Excellence program to increase the pool of minority educators by expanding and reforming teacher education programs at Minority-Serving Institutions (MSIs).

1 st in the World Fund The budget proposal to Congress would create a $55 million competition, known as First in the World, under the Fund for the Improvement of Postsecondary Education (FIPSE) to reward individual colleges and nonprofit institutions that encourage productivity and efficiency, with up to $20 million reserved for MSIs.

Housing and Urban Development

HUD MSI University Partnership Eliminated in FY 2011 The funds were used by institutions to revitalize neighborhoods, promote affordable housing and stimulate economic development in their communities. The HUD MSI-University Partnership Programs represented a set of powerful tools for these institutions to enhance our nations competitiveness and promote social stability and cultural richness.

National Science Foundation Currently, HSIs are the only group of MSIs not receiving targeted NSF infrastructure development funding. HACU Request FY $30 million for a competitive grants program within NSF to support HSIs research, curriculum and infrastructure development, and other purposes.

ESEA HACU Recommendations on Early Childhood Education Authorize $20M competitive grant program for HSIs to increase the number of culturally and linguistically competent early childhood education teachers and TAs Authorize $5M competitive grants programs for HSIs to develop family literacy programs Authorize a $3M competitive grants program for HSIs to create a mentorship program

ESEA HACU Recommendations on Diversifying the Ranks of our Nations Teachers and Principals Authorize a competitive grant program of $50M to train teachers to be culturally and linguistically prepared Authorize a competitive grant program of $50M to develop culturally and linguistically prepared master teachers in STEM to teach at HSSDs. Authorize a loan forgiveness program of $10M for students who attend an HSI, receive a teaching certificate, and teach in an HSSD for no less than 5 years.

ESEA HACU Recommendations on HSI/HSSD Collaboration to Expand Access to Higher Education Authorize the creation of a Hispanic Serving School District (HSSD) designation, which consists of school districts with a Hispanic Student enrollment of at least 25 percent. Authorize a $15M competitive grant program to expand the number of AP courses in STEM areas to HSSDs Authorize a $20M competitive grant program for HSIs to collaborate with HSSDs to develop and improve dual enrollment programs.

Workforce Investment Act HACU requests $20M competitive grant program for 2- and 4- year HSIs focused on training Hispanics and low-income youth and adults in health care professions. HACU requests a $20M competitive grant program for 2- and 4- year HSIs focused on training Hispanic and low-income youth and adults in green jobs and technology. HACU requests a $20M competitive grant program for migrant and seasonal farm worker programs to develop skills and training to move into year-round employment.

State Department Reauthorization HSIs Study Abroad Student Exchange Program with countries in the Western Hemisphere A $40 million competitive grants program for an HSIs Study Abroad Program under the Foreign Assistance Act of 1961 (P.L ) Section 105 and (PL ). Hispanic students from HSIs to study in countries of the Western Hemisphere for a period of no more than (2) years. Western Hemisphere college and university students for study at an HSIs for a period of no more than (2) years.

The Farm Bill Reauthorization HACU Recommends: HACU Recommends: Preserve Current Programs Preserve Current Programs New Recommendations – inclusion of the following provisions in the authorization of the 2012 Farm Bill under Sec of the 2008 Farm Bill reauthorization to be added as Sec : A $40M competitive grants program authorized for HSACUs to train Hispanic farm workers and other Hispanic youth working in agriculture-related fields for jobs requiring skills in new technologies in agriculture, food science and safety, bio-energy and environmental sciences, and other related skills as the Secretary may determine to be appropriate. A $5M special scholarship program for Hispanic youth from families employed in agriculture and food processing who demonstrate an interest in pursuing a career in the agriculture and food science industry or related areas.
