City of Toledo Department of Public Utilities negotiates a settlement to an 11 year lawsuit filed by the United States EPA. They negotiate a 15 year program estimated at $450 million (in 2001 dollars) to be completed by In June, the City puts a referendum on the ballot for the settlement to move forward as required by Section 79 of the Toledo City Charter. It is approved by over 60% of the voters. - In August, the City signs a contract with Black & Veatch to implement the 1 st phase of the Consent Decree. Approximately $25 million is spent, plus $1 million/year for the next 10 years to manage the project. - In December, Federal Judge signs the Consent Decree History of the Consent Decree- Toledo Waterways Initiative
