Signal & Image Centre PARADIS A Prototype for Assisting Rational Activities in Demining using Images from Satellites Sébastien Delhay Vinciane Lacroix Idrissa Mahamadou Signal & Image Centre Royal Military Academy - Brussels Mars 2004

Signal & Image Centre PARADIS Aim: improving the planning of Humanitarian Demining campaigns Why? Campaign managers, field operators (deminers) Mine Action Community Solutions: Centralizing the information in a GIS Using satellite imagery as regional / local map Integrating missing tools into PARADIS For whom? Large areas => a lot of information to manage No map available Some tools are not available in existing systems

Signal & Image Centre Structure of the system  Country ~ :1,000,000  Region 1: 250,000 => 1: 50,000  Field 1: 10,000 => 1: 1,500  Advancement ~ 1: 500 Planification interface (MAC) PARADIS Field interface

Signal & Image Centre Data (1/3) Satellite imagery and its interpretation soil streamssettles tracksforests lakesannual crops Region: 1 pixel = 10m x 10m Used as a topographic map of the zone of work Interpretation= roads, rivers, fields, etc seen by experts on the image Region and field scales

Signal & Image Centre Data (2/3) Field scale:1 pixel = 1m x 1m

Signal & Image Centre Data (3/3) External data: IMSMA, EOD/IS PARADIS EOD/ISIMSMA

Signal & Image Centre 1. Mission announcement Campaign follow-up PARADIS UXO Roads state Minefields ??? 2. Field survey - going to the field with useful information - collecting data on the field

Signal & Image Centre Field survey – Road Map tool

Signal & Image Centre Field survey – EOD reports

Signal & Image Centre Campaign follow-up PARADIS UXO Roads state Minefields 3. Planning - managing teams - tasking - reporting - setting priorities on zones - getting an overview of the situation

Signal & Image Centre Campaign follow-up PARADIS UXO Minefields 4. Technical survey - Field: clearing minefields, roving - MAC: following and managing work progress

Signal & Image Centre Technical Survey - Minefield tool

Signal & Image Centre Technical Survey - Minefield tool

Signal & Image Centre Current method

Signal & Image Centre PARADIS: which advantages? No data loss No information entered twice “Automatic” filling of reports ex: X,Y coordinates can’t be inverted Data are extracted from the database by the system No data corruption Data are centralized in a GIS database; digital data ex: Incident report => Reconnaissance report => EOD report Intelligent management tools ex: the tools presented today!

Signal & Image Centre Conclusions PARADIS is:  A GIS that enables the user to better manage a Humanitarian Demining campaign following the different tasks assigned to deminers  Aimed to be used by demining organisations during their missions in developing countries  Useful for the campaign manager and the field operator  Will be distributed free of charges to the Mine Action community
