Bottom up evaluation of strategies Jela Tvrdonova 2011
Bottom up The intervention set up is assessed during the mid-term and ex-post evaluation also against the actual situation achieved in given time. The „bottom up approach“ – if implemented projects are contributing to the objectives Conducted in 5 steps
L ogical sequence IndicatosVerificationRisks and assumptions Specific objective of the strategy Project objective Expected results Activities Step 1- project matrix table
Step 2 The second step is possible to use if project implementation lasts more than one year and it is divided into stages. This procedure is identical with step 3 which is mentioned below.
L ogical sequence IndicatorsBaseline value Target valueAtual value after finnishing project Specific objective of the strategy Project objective Expected results Activities Step 3 – comparable poroect matrix
Step 4 – synergy of projects After finishing the assessment of all individual projects, which were supported by local action the results are summarized according funds allocated per project, per measure in total, per specific objectives in total and per strategy in total. The values of output, results and impact indicators are quantified at this stage in their actual value at the time of the strategy evaluation.
Measures Volume of finance for measur e Number of projects by activities Total outputs Total results Total Impacts Measure..... Total for strategy The results of Step 4 can be placed in the table above
Step 5 Actual achieved values of particular indicators are compared with planned target levels The judgments are developed, to which extent the particular specific objectives and the strategic goals of the strategy intervention have been achieved
Objectives/goalIndicatorBaseline valueTarget value Actual value due to the strategy Final achieved value Strategic Impact: household income ???Increase in 25%Increase in 5% impact 1.1 Specific result 1.2 Specific result 2.1 Specific result training programs result participants result new NGOs result activities per annum and NGO in average
Important questions Are projects implemented in line with the strategy? Is the implementation of measures balanced? Are outputs contributing to results sufficiently? Is there a balance among measures measures in contributing towards objectives (which measures are, which are not contributing?) Is the strategic objective followed? Is there premise to achieve strategic objective with projects and allocated budgets and if yes to which extent?
