Strategies and planning Who - Who will be involved? Which staff will be committed to the project? Who is the target audience? Who will benefit? Who needs to be convinced? Who needs to be kept informed? What - What is the intent of the work? On what platform? With what time and what budget? What business, program, policy or strategic benefits will be realised? What are the metrics to be used? When - Is this a once-off initiative, or part of an ongoing program of work? When will staff have time to be involved? When will success be measured?

Strategies and planning Where - Will this project be delivered from an existing agency web site? A new agency website? A third-party site? Will the project have presences across several online spaces? Will there be an offline component? Why – Why is this happening? Why is it important? How - How will success be measured? Responses to these questions will impact on the resources required to run an online engagement initiative, and determine its overall direction and priorities

Inter- and intra-agency collaboration and sharing Using online collaboration tools to facilitate communication between public servants can build internal capability within and between agencies (video)

Developing internal social media policies It may be necessary to review and update existing internal policies, including computer-use policies Social media/online engagement policies play an important role in allowing and encouraging staff to engage online, empower staff to realise the benefits of online engagement, They also set boundaries what conduct is and is not acceptable for staff online basic expectations such as participating in online discussions without discussing classified or otherwise sensitive information online, and not committing the agency or the Government to any action without prior permission. (video)

Government 2.0 The idea of “Government 2.0″ is pretty well defined: According to Tim O’Reilly, Government 2.0 is the “idea of the government as platform: how can government design programs to be generative, [...] building frameworks that enable people to build new services of their own?”) In this Forbes column (August 2009), he phrase this as “the opportunities inherent in harnessing a highly motivated and diverse population not just to help [politicians] get elected, but to help them do a better job.”

Government 2.0 And: “Citizens are connected like never before and have the skill sets and passion to solve problems affecting them locally as well as nationally. Government information and services can be provided to citizens where and when they need it. Citizens are empowered to spark the innovation that will result in an improved approach to governance.” And: “In this model, government is a convener and an enabler–ultimately, it is a vehicle for coordinating the collective action of citizens.”

Government 2.0 How does government itself become an open platform that allows people inside and outside government to innovate? How do you design a system in which all of the outcomes aren’t specified beforehand, but instead evolve through interactions between the technology provider and its user community?”

Government 2.0 Gov 2.0 is by no means a prerequisite to achieving a government that is transparent, participatory and collaborative (though there is overlap, obviously). You can still achieve Open Government without buying into the idea of “government as platform”.
