2 Risk Assessment for Customs in Western Balkan The RACWeB project (Contract No ) Co-funded by the European Commission under the Information Society Technologies Sixth Framework Programme (2002 – 2006) Started on 1 st January 2007, duration 30 months

5 Risk Assessment in MF - CAS – cooperation with CAFAO (Customs and Fiscal Assistance Office) resulted with implementing RA – Random criterion was implemented, followed by rest of criteria: Consignee, Declarant… – RACWeB Today: Still using same RA IT system Organizational problems are partly solved Strategy of Managing Risks in Customs Administration of Serbia is being created – through it, it is expected that RA would have defined development plan with specified aims Importance of RA is brought on the highest level

6 Introducing RACWeB and its purpose and significance to the IT Department and rest of Serbian Customs Administration Why new techniques? Why data mining? Why giving data? What is the improvement RACWeB would bring to current RA system? Safeness? The start

7 National level Comprehending the difference between current techniques used in RA and new techniques which open new world for detecting frauds Improvement of risk management Improvement of national RA IT system Paying attention to the Inward processing which is not explored comparing to some other customs procedures Strong support of top management Regional level Besides improving national system, western countries cooperation and trust are must for development of overall region RACWeB till now

8 Results: detecting frauds in unexplored field of inward processing that will have multiple effects (companies, offences, patterns..), which would trigger other Customs departments and other agencies i.e. Audit Control, Customs Investigations, Tax Administration… Change of approach to RA itself through proofing the development brought by using new, smart techniques Strong regional cooperation Compatible system used in all countries – easier and prompt communication has direct impact on better results Faster but safer trade Vision
