2013 Parks and Recreation Commission Annual Report

PURPOSE Originally established in 1971, the purpose of the Commission is to advise the City Council in the establishment of essential policies, procedures, rules, and regulations relating to the planning, acquisition, disposition, operation, use, care, and maintenance of areas and structures owned, leased, or otherwise acquired by the City for use as park and recreation facilities. Seven members appointed by the City Council to staggered two-year terms.

Commission Meetings The commission meets on the 2nd Tuesday of each month at 5:30 p.m. at the Oscar Yrun Community Center. In 2013 we met 9 times. We did not meet in February, June, of August due to the fact we had no new agenda items to address for those months.

Issues Addressed this Year 1.Small Parks Master Plan- Reviewed based on outcome of public parks session and input from public. 2.King’s Court Tennis Club- Based on public meeting process and assessment of cost and facts, made unanimous recommendation to close. 3.Dog Park- reviewed policies and ordinances and made recommendations to update, and a plan for public education on policy changes. 4.Youth Center- followed progress and tried to ensure that all aspects were being looked at and addressed. 5.Pump Track Presentation- Ongoing discussion about possibility of constructing and maintaining a pump track in Sierra Vista. 6.Revised and made recommendation for approval to City Council Chapter 94 Park Ordinance section of City Code. 7.Reviewed Tree/Bench Donation Program. 8.Acted on a request to rename the “Path to Higher Learning” to the “The Cracchiolo Family Path to Higher Learning”. 9.Reviewed and endorsed the updated version of the Vista 2030 Plan.

We understand the current and forecasted budget constrains and will continue to assist the City: Planning the future improvements to our Parks and recreation programs as requested. Listen to desires and needs of the community and make recommendations to the City Council. Support the Leisure & Library Services and Parks & Public Works staff as requested.
