COVENANT OF MAYORS Experience of Diputació de Barcelona drafting SEAP: methodology, results and management Diputació de Barcelona JANUARY 2013
November 2008: Diputació de Barcelona becames the first supporting structure (now territorial coordinator) of the Covenant of Mayors to promote municipalities adhesion. Nowadays: 193 municipalities (62%) signed the Covenant, representing more than 90% of total Province’s population Background:
2) Tools and mechanisms to help municipalities to find financial resources to invest on SEAP actions. Technical and financial support to municipalities so they can face obligations coming from their adhesion to the Covenant: 1) Development of a methodology and financing (100%) Sustainable Energy Action PLans (PAES/SEAP).
3) Specific communication materials and organization of dissemination activities, mainly along the Energy Sustainable Week 4) Training to municipal staff
The plans (SEAP) From 2008 Barcelona Provincial Council has spent to draft SEAP SEAP have been done without cost for the municipalities, and that improved commitment to the Convention. 2,9 milions € Some problems we found In the beginning ( ) there wasn’t a specific methodology Development of a methodology and subsequent adjustment to the one developed by the JRC
The plans (SEAP): Methodology 1) Baseline emission inventory 2) Potential renewable energy in municipal facilities and buildings 3) Diagnosis and strategy 4) Actions 5) Monitoring Participation and communication
The plans (SEAP): Baseline Emission Inventory Data collection: Energy consumption by sources and sectors Town Council energy consumption by source and type of facility/building/service Water consumption Waste generation and treatment Energy assessment visits to at least 10 municipal buildings/facilities Data sources: Energy consumption by sector and municipality sources: ICAEN (Catalan Institute of Energy). Barcelona Provincial Council centralizes data demand for the municipalities of the province Town Council energy consumptions: Town Council Water consumptions: ACA (Catalan Water Agency). Waste generation and treatment: Catalan Waste Agency and Town Council Energy assessment visits: Consultancy in charge of drafting the SEAP
Frequent problems : Data at municipal scale: Right now At the moment the latest data that ICAEN can give are from 2008 (electricity)-2009 (piped gas). For liquid fuels and LPG provincial level data: it is required to make estimates to get to the municipal level of analysis. Town Council consumptions data: Baseline year: “old” data; more than 6 years. There are problems to find files and documents. Some services/facilities are under concession: some problems to get consumption data via concessionary company, There are very few municipalities which have energy accountability systems, not just from 2005 but from more recent years. Dispersion in municipal energy management in large or medium-sized towns: there are different areas / departments involved In small towns there aren't enough resources: engineers/technicians are part-time or per hours and their priority is to resolve everyday problems.
Scope: MUNICIPALITY SEAP Transport (public and private) Residential sector Services (tertiary sector) Waste management Water purification and treatment Local energy production TOWN COUNCIL Municipal fleet Buildings and facilities Infrastructures Public lighting and street lights Industry (secondary sector) Primary sector
The plans (SEAP): Energy Assessment Visits They are very important because: they allow specificity in each SEAP, they give us real knowledge of municipal facilities, so further really specific actions can be proposed, and as for the consultancy responsible of drafting the SEAP those EAV avoid writing “SEAP twins". Purpose: To know the reality of the state of municipal facilities IT IS NOT AN ENERGY AUDIT In each SEAP it is required to carry out 10 visits to facilities or buildings considered most appropriate. The proposal is made in agreement between the company and the city. It requires the presence of the maintainer. There must be a report of each visit which concludes the improvements to be made, prioritized according to cost and emissions savings.
SEAP: Some results ( ) finished SEAPs. The analysis of 158 shows: 2,7 Percentage of emissions coming from Town Council** (%) 0,17 Town Council Emissions per inhabitant (tCO 2-eq /inhab) 4,72 SEAP Emissions per inhabitant (tCO 2-eq /inhab.) 7,60 Emissions per inhabitant (tCO 2-eq /inhab.) 58 Actions with direct responsability of the Town Council (%) Number of foreseen actions Town Council emissions (tCO 2-eq ) Expected emissions savings (tCO 2-eq ) Emissions SEAP approach(tCO 2-eq )* Emissions (tCO 2-eq ) * Primary and Industry sectors not included ** on SEAP emissions
SEAP Emissions MUNICIPALITY SEAP TOWN COUNCIL
SEAP: Actions Estimated cost for Local Governments ( € )886M € Actions involving municipal buildings, public lighting and municipal fleet49% Renewable energy actions respect total actions12% Renewable energy actions to be done by Local Governments respect total renewable energy actions80%
Costs distribution of the actions involving: municipal buildings and facilities, public lighting and municipal fleet Distribution (number) of the actions involving: municipal buildings and facilities, public lighting and municipal fleet
SEAP actions Relative cost of execution depneding on the municipality size
Tools Methodology to draft SEAP and to calculate the emissions inventory ( Software to calculate emissions: DESGEL (Xarxa de Ciutats i Pobles cap a la Sostenibilitat) Actions guidelines and checklist for small municipalities ( inclou check list ) ( Municipal buildings and facilities consumptions comparator: Based on data coming from EAV: P 50 of energy consumption depending on the climatic area and the type of building
Monitoring We have established a methodology based on Excel, to perform biennial follow-ups (do not require emissions inventory) 3 seminars have been conducted to test the model with 60 municipalities.
ONCE SEAP IS APPROVED? ACTIONS HAVE TO BE CARRIED OUT What problems do we found? € € €
There are some other barriers to that have to be overpassed: - Small projects are hardly interesting for potential investors - Lack of knowledge of new financing mechanisms and its legal fitting in the public administration by technicians, legal services - Lack of coordination between different departments - Ignorance of actual consumption of the facilities: SEAPs help to update this and make it clear -No money to invest, but what about maintenance? - Best practices are not widespread enough
Most actions are run directly to the City Council (58%) on buildings, facilities and public lighting, but there is an important lack of resources. Barcelona Provincial Council is a beneficiary from the investment facilitation tool ELENA: 1) Identify actions that generate a sufficient return on a reasonable time to make them attractive for potential investors. 2)There are 2M € for studies necessary for the implementation of actions: But as a result of them, € 50M investment should be generated. It is very important the commitment of local authorities to carry out those actions. 2) How? Development of specific financing mechanisms, contracts and technical studies so that the Municipality does get indebted.
COMMUNICATION AND DISSEMINATION? Specific brochures and publications Specific activities offered to the municipalities along the European Union Sustainable Eneregy Week (EUSEW) Cine fòrums Short films selection Theatre plays for schools Conferences Workshops
Training for Local Governments staff Energy management of public lighting TIC and other new technologies in public lighting Solar thermal installations Photovoltaic plants in municipal buildings Energy audits in municipal buildings Energy services companies contracts Basic energy management A regularly workshops, conferences and seminars are organized
Summary on the support given by DIBA to the municipalities Technical advice and coaching along all the process Financial advice to develop SEAP Supprot in the monitoring phase Specific tools and methodologies Search of specific financial mechanisms Legal support to implement actions through new financial mechanisms Feasibility studies and specific projects Dissemination of the CoM Communication materials Specific activities during the EUSEW Continuous specific training for municipal staff
What benefits have I got because of the adhesion to the Covenant? 1.I know how I am: how much I consume and where 2.I know what I can do 3.I can plan where to begin to take action based on the estimated costs and expected savings. 4.For citizens: lower energy consumption means lower ecological footprint and, of course, less economic expenses. 5.I know how to reduce my energy dependance: renewable local sources.
