Jackson Public School District Holistic Accountability in Action

JPS Contract with Our Community The Seven Goals For Greatness 1.Improve Academic Performance for All Students 2.Improve State and Federal Standing of Each School 3.Ensure Safe and Healthy Schools 4.Increase Average Daily Attendance 5.Attract and Retain High Quality Teachers and Staff 6.Improve Parental and Community Involvement 7.Implement and Maintain Strategic Planning

Goal #1: Achievement Improve Academic Achievement for all Students –Implemented Holistic Accountability as an ongoing process to monitor student achievement –Established Performance Bold Targets for each and every school –Developed District Wide Instructional Model (communicated in content area/assessment roadmaps) –Implemented Aligned, Sequential Curriculum –Increased Consistency of Instruction District-Wide –More than Doubled Enrollment in College Prep Classes –Provided full time literacy, mathematics and exceptional education coaches with on-going professional support

Goal #2: School Performance Improve State and Federal Standing of Each School –Implemented intervention plans in struggling schools –Use data analysis to improve instruction –Actively monitor school spending –Allocate district resources so that “money follows need…”

The Purpose and Impact of Holistic Accountability in JPS Holistic Accountability systems increase the quality of teaching and learning for each and every student by: Maintaining a laser like focus on student learning, the actions that caused it and the changes needed to improve it. Setting high expectations that motivate adults and students Creating a high degree of clarity Ensuring all levels of public education systems are accountable Providing educators with integrated standards, curriculum, assessment data and the support/training needed

Holistic Accountability makes the work real and gets results through courageous conversation and action.

The Data Inquiry Process 6 Steps to Insure Academic Prosperity for all JPS Students

Step One Review of MCT/SATP data and other data sources (9-week tests) at grade/student level to identify student level and teacher level strengths & weaknesses ( By 1 st week of August & at conclusion of each 9 weeks) Summative Data

Step Two Teachers identify specific strategies to remediate and advance students. Track through lesson plans, classroom observations, learning walks Intensive/strategic students pulled out for specific programs (Language!, Read 180, Tutorial Services)

Step Three Formative Data Ongoing Progress Monitoring Common Weekly Assessments designed against curricula objectives – SPMS and/or Teacher constructed at elementary level ; Middle &High Schools: design content – area common assessments by course to be administered every two weeks.

Step Four Required Administrative/Coaches/Team Leader Meeting to discuss results of weekly assessments using the following questions: 1. Using the available MCT & SATP data, the pacing guide, and 9 weeks testing blue prints, how are teachers selecting the appropriate teaching strategies and what is the teacher’s reference point for selecting the strategy?

Step Four continued Required Administrative/Coaches/Team Leader Meeting to discuss results of weekly assessments using the following questions: 2.How does the teacher know that a particular strategy worked? 3. How will teachers’ assessment results be used at the classroom level?

Are these results being used to determine: -which teachers are getting better results; which strategies are they using? -what work is being given? -which students need more? -what is the responsibility for teachers to learn from one another? -which students need intervention?

Step Five Required Grade-Level Data Team Meetings to study results and plan next week’s instruction & interventions using Data Inquiry Implementation Form Step Six MONITORING

A Two-fold Mission for our Office of Instruction: Develop a core curriculum/assessments in literacy, mathematics, science, and social studies Publish and provide on going curriculum support (Curriculum CDs) Provide high leverage objectives for each content area and homework packets to schools to support teaching and learning Quality supporting materials/anchor writing items Common assessments for tracking progress and informing practice Increase the capacity of teachers & administrators through administrative monitoring (Asst. Supts/Executive Directors) and professional development District-wide trainings supporting the curriculum School-site capacity-building through the effective use of literacy, math and exceptional education coaches Targeted support for schools that are struggling or in transition (Observation Support Teams/ Demonstration Schools) Curriculum/ Assessment design (high demand) Professional support

Holistic Accountability Creates the Conditions in Which Quality Teaching Thrives in JPS by Keeping Everyone Focused on being Everyone Focused on being Resourceful in the Use of Time, Staff, Technology, and Resources. Examples JPS Teacher and Administrator Portals for E-filing and storage purposes Hiring of 30 Academic Tutors across the district to: Plan a program of study that will meet the needs, interests, and abilities of the assigned students Assist in creating a classroom environment conducive and appropriate to the maturity and interests of the students Cooperate with the classroom teacher in guiding the students ’ learning process toward the achievement of curriculum goals, in establishing clear objectives, and in communicating these objectives to students Provide ongoing assessment and progress reports for assigned students.
