APCO Emerging Technology Forum F IRST N ET U PDATE Jeff Cohen Chief Counsel – Law and Policy Director of Government Relations June 26, 2013

Securing a Future for Public Safety Communications For years, public safety sought legislation that would address major challenges to developing a cohesive and modern public safety broadband network Three major components of any legislative effort would need to include: –Additional spectrum –Funding –Strong Governance Model

Public Safety Broadband Legislation  H.R enacted February 2012; now PL 112—96PL 112—96 ₴Spectrum: 10 additional MHz in 700 MHz band ₴Adjacent to other public safety spectrum ₴Funding: $7B ₴$2 billion upfront; not a grant program ₴Single governance body: FirstNet ₴Oversee the implementation and development of a nationwide, interoperable public safety broadband network

FirstNet 15 Member Board 3 Federal (DHS Secretary, Attorney General, OMB Director) 12 appointed by Acting Commerce Secretary of Commerce, Dr. Rebecca M. Blank, at APCO’s 78 th Annual Conference Sam Ginn (Chairman) Telecommunications executive Tim Bryan CEO, National Rural Telecommunications Cooperative F. FirstNet Board Requirements The FirstNet Board is required by law to: ₴Ensure deployment and operation of a nationwide, interoperable public safety broadband network ₴Ensure standards for use of and access of the network are implemented on a nationwide basis ₴Ensure the network is safe, secure and resilient ₴Seek input from states, localities and tribes ₴Leverage existing commercial wireless infrastructure to the maximum extent economically desirable

Inherent FirstNet Advantages ◙Swift-acting and independent authority ◙National-level bargaining power and synergies with potential partners ◙Single entity provides national-level economies of scale for purchase of network and device equipment ◙Attract competitive, diverse, multiple vendor ecosystem ◙Establish and maintain nationwide interoperability
