Council established the following PRIORITY NEEDS AND GOALS for Fiscal Year : ANNUAL ACTION PLAN Fiscal Year

Priority Needs and Goals First-Time Homebuyer/Ownership Programs 1 1 3

Priority Needs and Goals Creation of New Affordable Rental Housing 2 2 4

Priority Needs and Goals Housing Rehabilitation 3 3 for Extremely Low – Low Income Households 5

Priority Needs and Goals Homelessness Programs, with goals of: 4 4 1)Reducing homelessness, supportive services, financial assistance (i.e., homeless prevention, rapid re-housing to at-risk families who might become homeless, job training, and shelter services), 2)Targeting families with children, chronic homelessness individuals, veterans, and victims of domestic violence 6

Priority Needs and Goals Non-Housing Community Development 5 5 targeting transitional age youth, and low-income at-risk youth with 7

Priority Needs and Goals Public Facilities and Improvements 6 6 targeting the low to moderate income areas 8

Priority Needs and Goals Housing and Supportive Services 7 7 for non-homeless special needs populations (i.e. elderly, mental illness, disabled and substance abuse) 9

ANNUAL ACTION PLAN Fiscal Year …simple yet comprehensive given the limited amount of funds available: Established City Council priorities and goals based on HUD regulations; 1 1 City Council voiced support of specific priorities during the last public hearing; 2 2 An organization past participation in the grant process and the impact on the City’s underserved populations; 3 3 Impact on the City’s general fund. 4 4
