ANNA numbers the world Uwe Meyer – 02/11/06 ANNA’ s Mission ANNA (the "Association of National Numbering Agencies"), is fully committed to proactively promoting, implementing, maintaining and making available, standards for securities and related financial instruments, in a uniform and accurate structure for the benefit of the securities industry as a whole. Registration and maintenance of international standards is organized according to rules and regulations set by ISO (International Organization for Standardization).

ANNA numbers the world Uwe Meyer – 02/11/06 History of ANNA  Founded in 1992 under Belgian law  Association is governed by the “Articles of Incorporation”  To promote the use of ISINs as the standard method of uniquely identifying financial instruments  22 members who worked on the concept of standardising ISIN assignment methodology  ANNA was then appointed as Registration Authority and Maintenance Agency for ISO 6166 (ISIN)  1995 – ANNA appointed Maintenance Agency for ISO (CFI – Classification of Financial Instruments)

ANNA numbers the world Uwe Meyer – 02/11/06 Membership criteria  Appointment of a single National Numbering Agency (NNA) by all Supervising Authorities for the Financial Market  Coordination of hand-over process between NNA and SNA according to determined criteria (national and international markets) : - Regulatory frame e.g. National Numbering System; allocation of ISINs for all types of Financial Instruments - Functional / operational and support requirements e.g. information provision on new issues and corporate actions; documentation - IT-technical infrastructure - Content provision: agreement on information profile - Standardisation: implementation of existing and future international standards e.g. MIC; establishment of National Working Groups  NNA could then apply for ANNA membership

Meyer, Wertpapier-Mitteilungen, Germany  Members: Substitute Numbering Agencies (SNA´s)  Scope: Support of numbering agencies who are yet not ANNA members or Partners in implementing an ISIN numbering system in their countries  Results: Since its founding in 1992, 45 new numbering agencies have multiplied number of ANNA members by 3. Nearly all of of them (97%) have started ISIN allocation or are in the process of implementing the ISIN shortly.

Ooghe, Euroclear  Scope: - Maintenance and development of ISIN guidelines - Development and maintenance of CFI guidelines. - Solutions for individual ISIN allocation topics  Results: - WG has prepared updates on ISIN Guidelines. Version 9 has been prepared and will be voted at the upcoming EGM. In addition the WG has prepared CFI guidelines which are at present not subject for revision.

ANNA numbers the world Uwe Meyer – 02/11/06 Evolution of the ANNA Service Bureau  Initiated in Nov 2000 – launched in July 2001  Jointly operated by Telekurs Finanz and Standard & Poor’s on behalf of ANNA  Illustrated ANNA’s commitment to supporting the move towards Straight-Through-Processing  ASB acts as a central hub to receive and consolidate ISIN and CFI data from ANNA members and partners  ANNA – ASB relationship is governed by the “Service Level Licence Agreement”
