Who needs to communicate? DMR Digital Mobile Radio (DMR) is a technology standardized by ETSI and divided into three tiers: Tier 1: License-exempt: direct mode, no infrastructure for consumers, and short range professionals Tier 2: Licensed conventional: direct mode including infrastructure for business applications Tier 3: Licensed trunked: for public safety and mission critical users DMR was intended as a direct replacement of analogue PMR It started with DMO but now also includes trunking capabilities Further work needed to ensure interoperability © ETSI 2014. Proximity-based Services (ProSe) Enable devices to detect other devices in proximity and allows devices in proximity to communicate directly Enable communication without network coverage Reduce network load Increase capacity in given bandwidth Network Cell Site Critical Communications only Also of interest for consumer applications Proximity services consists of two main elements: network assisted discovery of users with a desire to communicate who are in close physical proximity and the facilitation of direct communication between such users with, or without, supervision from the network. Direct communication means a radio connection is established between the users’ mobiles without transiting via the network. This saves network resources and can also permit public safety communication in areas outside network coverage. Proximity services meet the need for communication among public safety users even if they are not in coverage of the network. In the commercial area proximity services can support features like new modes of social networking, convenient file transfer between devices belonging to the same user and targeted advertising. In the commercial context 3GPP’s standards will ensure that use of licenced spectrum is controllable and billable by the network operator.

Group communication enablers Enable efficient group communication Dynamic groups with mobile users and dispatchers Support for large groups (perhaps up to 5000) Service continuity for transitions between unicast and multicast bearers Network Group Call application server Dispatcher Public safety users frequently need to communicate in dynamic groups that might involve both mobile users on the scene and fixed users (“dispatchers”) working in a control centre. Often these groups operate in a “push to talk” mode. Work on LTE group call system enablers will optimize support in LTE for this mode of operation and provide appropriate group management and floor control facilities. Commercial users of group calling include critical communications applications such as operational teams in transport hubs. Improved support for group calling in LTE will expand the opportunity for commercial cellular networks to address this market. One aspect of group communication still being considered is how much functionality should be “baked in” to the LTE infrastructure and how much should be delivered by non-standardised application servers. The use of application servers will allow different organizations or regions to customize the system operation to their own needs whereas “baked in” solutions may be more efficient and simpler. It is expected that further discussion will take place on how to handle session management for public safety group communication and possible impacts on technology like the IP Multimedia Subsystem (IMS). Studies are being carried out in ITU-R WP5A At ETSI: Publication pending of the joint work between TC ERM and TC TCCE to revise their (TR 102 628) System Reference document on additional spectrum requirements for future Public Safety and Security (PSS) wireless communication systems in the UHF bands If such spectrum is put in place, European Standards will ensure interoperability of PPDR systems © ETSI 2014. Task Force on emergency communications A Task Force was set up by the Global Standards Collaboration meeting in November 2011 (GSC#16) ETSI coordinates this Task Force which involves: ARIB (Japan), ATIS (US), CCSA (China), ETSI (Europe), ISACC (Canada), TIA (US), TTA (South Korea), TTC (Japan) and ITU. The Task Force delivered a report on public safety communications at GSC#17 (mid May 2013) The report includes: A collection of regulatory requirements A catalogue of existing standards which address “the four scenarios” of emergency communication Visibility of ongoing standardization work worldwide Areas where futher standardization is required Suggestions for global harmonization of standards Updated report to GSC#18, July 2014 with further regions and countries © ETSI 2014.
