4 STRATEGY 2 : Support greenhouse gas emissions reduction and add more carbon dioxide sinks on integrity development Objective : To reduce greenhouse gas emissions and improve production technology base to clean technology

5 1. Reduce greenhouse gas emissions in energy sector Increase efficiency electricity use and production - Increasing efficiency of electricity generation system from fossil fuel power plant - Reducing energy loss in transmission system and distribution system - Supporting production and use of energy efficient in machine and electric equipment in business, civic and government sector

6 - Promoting electricity saving activity in private, civic and government sector - Supporting improvement and building of energy saving building, including household building, office building and commercial building - Supporting the motivation of increase efficiency of production and energy use

7 Increase efficiency of energy using and saving in transportation sector - Promoting travel by mass transit system - Promoting travel by walking for motorcycle in short distance - Reducing travel wanted by communication support in private sector and government sector - Controlling amount of private vehicle using in the high traffic area

8 - Specific fuel economy standards along with new vehicle standards improving, including private vehicle and mass transit - Promoting engine maintenance in order to save energy, including private vehicles and mass transit - Developing and promoting efficiency transportation system by logistics management - Supporting in the motivation increase efficiency in energy using transportation sector

9 Supporting and developing alternative energy use - Promoting surveying and potential evaluation and prioritizing of alternative energy source for commercial use development, including make bio-energy map - Promoting energy plants - Developing alternative energy technology to complete with the price of fossil fuel - Supporting production and usage of alternative energy without making greenhouse gas emissions

10 - Improving law, rule, regulations and formulating economical measures in order to create motivation and helpful for - electricity generation and usage from alternative energy source, including alternative energy without making greenhouse gas emissions - bio- energy production and usage - alternative energy production technology development and usage in household and industrial sector

11 2.Reducing greenhouse gas emissions in waste sector  Reducing waste amount from source - Improving law, rule, regulations and formulating economical measures in order to create motivation on waste reduction from industrial, agriculture, business and household sector - Supporting deposit & refund system for plastic bottles, glass bottles, aluminum bottle etc

12 - Supporting decayable container use such as bio-plastic - Supporting entrepreneur to reduce waste container use and promoting safety reuse container - Promoting sufficiency economy on consuming - Promoting e-communication in order to decrease paper, ink use in business and government agencies - Supporting waste reduction from source by life cycle assessment and eco-design etc

13 Efficiency waste management - Supporting provincial administrative organization clustering in order to make waste management system, reuse system or convert to electrical energy - Creating motivation in public sector to separate the garbage - Reducing outdoor burning - Supporting the operation on clean development mechanism in order to create motivation for efficiently waste management and reduce greenhouse gas

14 3.Reducing greenhouse gas emissions from industrial process – Specifying the entrepreneur that produce a lot of greenhouse gas such as cement production, iron production etc. to put greenhouse gas reduction plan and measures in the company’s policy, and require to have yearly greenhouse gas emissions evaluation

15 – Promotion clean technology and environmental friendly in production process by create the motivation to the entrepreneur – Formulating incentive measure for bank sector to use environmental regulations for loan approval consideration to the entrepreneur

Reducing greenhouse gas emissions from agricultural process – Promoting agricultural process improvement among agriculturist by efficiency in utilization of resources and less chemical use – Developing low greenhouse gas emission for agricultural management system – Increasing efficiency in outdoor burning by incentive measures and law measures – Promoting animal food quality improvement, in order to reduce greenhouse gas emission from digestive system

Adding more carbon sink – Creating the motivation of growing economic tree in private land for pulp industry and small wood industry – Promoting conservation, rehabilitation and increase area of mangrove forest. In order to be carbon sink and reduce coastal scouring – Promoting wood saving and use wood material substitute – Reducing steps of forest gardening, in order to create motivation of forest gardening

18 – Promoting reforestation by “three type of forests with four benefits” principle (edible, construction, equipment wood/benefit: edible, construction, equipment, conservation) – Promoting increase of natural forest outside forest conservation area, by supporting public land used for community forest – Promoting green area development at every level – Monitoring and evaluation of forest plantation results by private and public sector, in order to specify forest plantation extension plan

19 6. Creating and supporting the proper mechanism in order to push greenhouse gas emissions reduction by improving production technology base to clean technology – Improving the consideration criterion for clean development mechanism project of each sector, and considering about greenhouse gas emission reduction, sustainable development and production technology base improving to a clean technology – Formulating regulations, rules and measures on carbon credit trading
