Airport Improvement Program AIP Federal-aid Airport System National Plan of an Integrated Airport System (NPIAS) The NPIAS identifies, for Congress and the public, the composition of a national system of airports together with the airport development and costs necessary that will be needed over the next 10 years

How is an Airport Project defined? Includes all necessary components & tasks to provide required functional utility, satisfying the Overall Development Objective (ODO) One ODO for single or multi-phase project Runway extension (ODO) may include: Environmental Assessment Project Design Land Acquisition (Concurrent/Prior) Relocating NAVAIDS Parallel Taxiway Hold Apron Construction of Extension Lighting, Marking, Signage, etc Commissioned

FAA Modernization and Reform Act of 2012 Airport Improvement Program (AIP) Funding 4 Year Authorization (2012 – 2015) Replaces 2007 Authorization (Vision 100) 22 interim Continuing Resolutions Since 2007 Authorized AIP Funding at $13.4 billion over 4 years ($3.35 billion/yr) 2013 Budget Request @ $2.4 billion AIP

Airports will be better Neighbors NextGen Benefits to Airports NextGen will help airports operate in an environmentally responsible manner as new approaches and procedures provide more precise routings near airports. Optimized Profile Descents (OPDs), which allow aircraft to follow precise vertical and horizontal paths, can provide the following: Reduced noise impact on residential communities surrounding airports Reduced fuel burn Decreased carbon emissions RNAV/RNP approaches can be designed to minimize noise impacts on residential areas surrounding airports.

FAA has identified 15 metropolitan areas that will be significantly capacity constrained by 2025 if no improvements are made. This set includes 87 secondary and reliever airports at which improvements could also be made, in an effort to improve the capacity and efficiency of each metro area as a whole.

New Policy / Changed Requirements FAA Modernization and Reform Act of 2012 New Policy / Changed Requirements Changed Noise Land Disposal Requirements If there are no eligible noise compatibility projects or cost, now FAA allows use of proceeds from the sale of unneeded noise land on environmental mitigation or eligible airport development. Long term leasing is no longer considered a disposal Land may be retained for buffer/compatible land use Returns Federal share to 90% from 95% for described programs (details from your local FAA Airports District Office). Energy efficiency measures for Airport Buildings. Provision clearly spells out the Congressional intent to support energy efficiency and sustainability efforts in project designs.

New Policy / Changed Requirements Acquisition of Private Airports. Some appraisal criteria to be developed on Airport or Development Highest and Best Use. Restore Airport priority for BRAC surplus property disposals. Extends the AIP eligibility for compatible land use grants to local communities through September 30, 2015. (Extends prior pilot program). Runway Safety. Requires FAA to conduct a strategic study of runway safety. Requires appraisals of residences to disregard project influence. Although informed committee that this requirement existed under 49 CFR 24, the sponsor insisted on including the provision. Requires airports to complete Emergency Contingency Plans within 90 days addressing how they will handle passengers from diverted flights, and help prevent excessive tarmac delays. The plans are submitted to the Secretary.

New Policy / Changed Requirements Limited exception on revenue use for certain airports with excess revenues from mineral extraction. Within one year establish a pilot program on the redevelopment of acquired noise land. Guidance to be issued. Airport Cooperative Research Program (ACRP) made permanent and funded through 2015 New rules for use of model aircraft at obligated airports.

Land Acquisition / Management “It’s an Airport not a Gas/oil Field” Any exploration or development on Airport Surface Land must be subordinated to FAA Safety and Operations Standards and Requirements. Gas and oil leases must restrict access and use of airport operational and aeronautical development land. (No drill zones defined) Airport Design and Construction Rules must be applied. (airspace, hazard elimination/prevention, environmental compliance, etc). FAA must Approve Changes to the Airport Layout Plan (ALP). Lease is Contingent on ALP approval NEPA Review for FAA Approval Gas and Oil leases terms and provisions must be at Fair Market Value (Signing bonus, royalty, surface land rents, terms and expiration provisions.) National Guidance to be Issued
