Disconnects in Permitting More states are issuing permits that include city or county roads. “New” intelligent permitting systems or “automated” routing systems in many cases have no information on city or county road networks that are included and required for as part of the route for OS/OW loads. The automated permit systems route a load to “local roads”, “off-route” or ‘off-network” but do not clearly identify where the state route ends, road number or permitting authority.
Disconnects in Permitting Most cities or counties do not have the mechanism or competent staff to make comprehensive assessments of dimensional shipments. Most cities or counties do not have a process or sophisticated path in place to approve or deny routing requests. When a state permitting authority directs a permitted load to a route there should be some responsibility for that authority to provide the permission for the use of that route.
One Stop Shop Permitting Automated permitting systems should include all roadways to be utilized for the movement of permitted loads if required by the permitting authority. If city / county permits are required they should be provided as part of the permit that is issued by the governing authority. Fees for city / county permits could be added to the cost of state permits and the documents attached or integrated into the state document.
