NEC Meeting May 2012 DCS – Support Update Col Skip Guimond

YOUR TEAM IS UP AND RUNNING!  Support Section consists of 16 sections or directorates plus Overseas Squadrons & NUC  The Staff continues to pursue CAP’s long and short range Goals and Objectives.  Advertising for the new positions of Recruiting & Retention Officer and Home School Development Officer and replacements for Marketing & Personnel Officers.

PROFESSIONAL DEVELOPMENT Col Bryan Cooper Working on a standardized RSC curriculum & numerous specialty tracks including Air Crew and Logistics Tracks. Historian’s Track is in final coordination. A Commander’s Specialty Track development group has begun work on this new course. Conversion to on-line training continues. New on-line SLS course development is ongoing.

INFORMATION TECHNOLOGY Lt Col Bill Hughes Servers relocation from the NTC to Maxwell AFB has been completed. The new Member Services software is now operational. Single member qualification record-Online Driver’s License-awaiting CAP-USAF approval on necessary reg changes. ORMS changes on vehicles with radios, etc, will be completed as soon as the server transfer issues are completed.

AEROSPACE EDUCATION Lt Col Mike McArdle AEM membership and ACE registrations continue to grow. Coordinating AE annual “Plan of Action” submissions with the Regions/Wings. The CAP/AMA MOU has not only resulted in a new NCSA at no cost to CAP, but has also resulted in 30 plus partnerships between Squadrons and local AMA Chapters. This will grow!

MARKETING Col Skip Guimond, Interim Presently advertising for a new Marketing Officer. Working on the development of the new office of Recruiting and Retention Officer. Developing a new Marketing Plan for review by the CAP/CC. Sun-N-Fun display was a great success in Lakeland, FL.

PUBLIC AFFAIRS Maj Steve Solomon The Style Guide Committee submitted a draft for final staff coordination. CAPR has been revised in its entirety as of April. Working with the Region DPAs to obtain a maximum effort in support of the CAP Congressional Gold Metal. Number & frequency of CAP articles & videos has grown exponentially.

PERSONNEL Col Rick Moseley, Interim Presently advertising for a new Personnel Officer. “Ask the Commander” column is running with excellent member feedback. Supporting National Committees on HS/ES special promotions and Member Training and status issues.

RECRUITING & RETENTION Open Presently advertising for a new Recruiting and Retention Officer. This officer will report through the Personnel Officer.

AWARDS & PROMOTIONS Lt Col Tom Berg Award and Promotion Waivers continue to be processed within a month—usually less than 2 weeks. Emergency Approvals have been coordinated in less than a week. Gearing up for the “End of Year” award cycle. Developing a NPAT Operations Manual to ensure continuity and uniform actions on all recommendations.

GOVERNMENT AFFAIRS Lt Col Larry Brinker 2012 Legislative Day was a great success! $4.5 M O&M and $6.8 M Aircraft Procurement dollars added to FY 2012 budget. Thanks to all of you who helped! Major push for cosponsors of CAP’s Congressional Gold Metal Bills. WE NEED YOUR HELP!! Preparing for 2012 JSOH at Andrews and CAP’s display and presentation. Working on FY13 budget plans.

STATE LEGISLATIVE TEAM Lt Col Jeff Wiswell In the process of building the Team at the Wing & Region Level. When done this network will create an informational platform for 2 way communications. Continuing to support all Wing and local legislative efforts.

CADET PROGRAMS Col Craig Treadwell Cadet Summit Meeting at Maxwell was held April. Working on RCLS and COS curriculums and with the NCAC on distance learning alternatives. Working on cost reductions for FY13 NCSAs. Continuing CP/DDR integration. Preparing for a very active NCSA and encampment schedule for the summer.

Home School Development Open Currently advertising to fill this new position. Will report through the Cadet Programs Officer.

National Cadet Special Activities Lt Col Joe Winter 2,371 applications processed. CAP took the Commander in Chief’s Cup again this year in Cyber Patriot Comp. AF funding for Cadet travel to familiarization courses and man days have been approved. Security Forces Familiarization Course approved for NCSA recognition. Be sure to visit for all issued related to NCSAs.

DRUG DEMAND REDUCTION Lt Col Jett Mayhew Online reporting is now operational—we need your help in finalizing all year end reports. DDR Lesson Plans available on the Web. CAPR will integrate DDR with Cadet Programs – presently on hold. Working with CAP Safety to incorporate the DDR Program. Continuing to implement the new DDR Excellence Program.

SPAATZ ASSOCIATION Maj Steve Austen Continuing liaison with the Spaatz Association Aerospace Leadership Scholarships ($2,500 each) were be awarded at the Annual Banquet in DC. Spaatz Association was awarded the MER Frank Brewer Award for excellence in aerospace education and leadership.

NATIONAL CADET ADVISORY COUNCIL Lt Col Ned Lee  Working “Cadet Key Knowledge” Pamphlet & Cadet Activities Handbook.  Developing guidelines to improve communications between echelons of CACs. Working on the RCLS Curriculum as well as possible distance learning alternatives.  Working on program to mentor Cadets to prevent burnout.

UNIFORM COMMITTEE Col Dave Guzman, Chairman  Welcome to Col Dave Guzman who has assumed the Chair of the National Uniform Committee.  Committee is working on Phase 3, the final phase, of its comprehensive review of all CAP uniform combinations. It will present its report, including a summary of all phase recommendations to the Summer NN in Baltimore.

OVERSEAS SQUADRONS Lt Col Shirley Timm, Team Leader  Currently have six OS Squadrons chartered. They have a total of 87 Cadets and 85 Senior members.  The Misawa, Japan Squadron may not survive due to the relocation of dependants after the disasters in the region.  Forming a new Flight at Mildenhall RAFB, England, which will later become a Squadron.
