Definitions Air Traffic –Aircraft operating in the air or on an airport surface, exclusive of loading ramps and parking areas Air Traffic Service (ATS) –Refers to a variety of airways including Jet routes Area navigation (RNAV) routes, Arrival and Departure routes. Air Transportation –Interstate, overseas, or foreign air transportation or the transportation of mail by aircraft

Definitions Commercial Operator –Person for compensation or hire engages in the carriage by aircraft in air commerce of persons or property, other than as an air carrier or foreign air carrier Category II Operations –Straight-in ILS approach to the runway under Cat II ILS instrument approach procedure Category III Operations –ILS approach to, and landing on the runway using a Cat III ILS instrument approach procedure

Definitions Category IIIa Operations –ILS approach and landing: No DH, or a DH below 100 feet (30 meters), and Controlling runway RVR NLT 700 feet (200 meters) Category IIIb Operations –ILS approach and landing No DH, or a DH below 50 feet (15 meters), and Controlling runway RVR less than 700 feet (200 meters), but not less than 150 feet (50 meters) Category IIIc Operations –ILS approach and landing No DH limitation and No RVR limitation

Definitions Controlled Airspace –Airspace of defined dimensions where air traffic control service is provided to IFR flight and to VFR flights in accordance with airspace class ETOPS Flight Crew member –A pilot, flight engineer, or flight navigator assigned to duty in an aircraft during flight time Flight Simulation Training Device (FSTD) –A flight simulator or a flight training device

Definitions Flight time –Pilot time commencing when an aircraft moves under its own power for purpose of flight and ends when aircraft comes to rest after landing Flight training device –Replica of instruments, equipment, panels, controls in an open flight deck or an enclosed cockpit replica Foreign air carrier –Any person other than a citizen of the U.S. who undertakes directly, by lease or other arrangement, to engage in air transportation

Definitions Foreign air commerce –Carriage by aircraft of persons or property for compensation or hire, or mail by aircraft, in commerce between the U.S. and any place outside thereof, such commerce moves wholly by aircraft or partly by aircraft and partly by other forms of transportation Foreign air transportation –Carriage by aircraft of persons or property as a common carrier for compensation or hire, mail by aircraft, in commerce between the U.S. and any place outside of the U.S., whether that commerce moves wholly by aircraft or partly by aircraft and partly by other forms of transportation

Definitions Full flight simulator (FFS) Replica of a specific type; or make, model, and series aircraft cockpit. Interstate air commerce –Carriage by aircraft of persons or property for compensation or hire, mail by aircraft, in commerce between a place in any State of the U.S., and a place in any other State of the U.S. Interstate air transportation –Between place in a State and another place in another State –Between places in the same State through the airspace over any place outside that State –Between places in the same possession of U.S.

Definitions Intrastate air transportation –Carriage of persons or property as a common carrier for compensation or hire, by aircraft capable of carrying 30 or more persons, wholly within the same State of the U.S. Medical certificate –Acceptable evidence of physical fitness on a form prescribed by the Administrator Military Operations Area (MOA) –Airspace established outside Class A airspace to separate or segregate certain nonhazardous military activities from IFR traffic and to identify for VFR traffic where activities are conducted
