Required Youth Council Role Plan youth workforce activities Establish linkages with organizations serving youth Consider full range of issues that can have an impact on the success of youth in the labor market Assist Workforce Investment Board in: –Selecting eligible providers –Negotiating local performance goals ALL REQUIRE KNOWLEDGE OF WHAT WORKS FOR YOUNG PEOPLE!

Findings from Research and Practice Findings from Research and Practice Effective programs focus on a wide range of youth developmental needs. Narrow-focused training and employment programs have not resulted in long-term gains for young people.

What is a Youth Development Approach? Focus on the assets a young person possesses Communicate high expectations Provide opportunities for leadership Encourage a sense of personal identity

Lessons of Effective Practice* There is no single model -- no “one size fits all.” Work is central and must be a positive developmental activity. Workforce development activities must be tailored to individual needs. Establish effective connections to the private sector. * From Lessons Learned From 51 Effective Youth Employment Initiatives, National Youth Employment Coalition, 1999.

Lessons of Effective Practice* Incorporate opportunities for “hands-on” community service Leverage resources through collaboration Provide extended services -- longer term supports for 6 months to a year Structure strong, long-term relationships with competent, caring adults * From Lessons Learned From 51 Effective Youth Employment Initiatives, National Youth Employment Coalition, 1999.

Lessons of Effective Practice* Hire and develop quality staff. Commit to continuous improvement. Emphasize family and/or peer support.
