J.Buzek 6 since 2000 …  Growth gap with North America and Asia widened  Challenges of low population growth and ageing more visible  Expenditure on R&D raised only up to 1.9 % of GDP  “European Paradox” in generating splendid scientific knowledge and insufficient ability to convert this knowledge into innovation and commercial products  Budget of Framework Programmes: the only one which is growing in the EU, but not satisfactory

J.Buzek 7 lagging behind… l European funding, mostly through the Framework Programmes, represents only around 5.36% of total public funding for research in Europe. In other words, about 94% of public funds for research are invested at national level. l Europe is lagging behind the leading economies of the world performance on R&D in both the public and the enterprise sectors. Gross expenditure on R&D is currently at 1.95% of GDP in the EU, compared with 2.7% in the US and 3.1% in Japan. l The gap between the EU and the US in terms of investment in R&D in 2001 has reached € 128 billion a year, 80% of which can be attributed to the difference in private sector spending in research and development.

J.Buzek 8  Europe was a world leader in research.  Why not take this position now? Research is a Significant Part of European Heritage and Identity

J.Buzek 9 Necessary pre-condition The research career in Europe must become more attractive than in the USA (or elsewhere). Otherwise:  the outflow of European researchers will continue  the inflow of foreign researchers will not increase

J.Buzek 11 Renewed Lisbon Strategy  “setting up of an area of research and innovation;  boosting spending on R&D - 3% of GDP;  making Europe more attractive for its best brains;  promoting new technologies” The Wim Kok Report has identified as one of the top five areas of the development of a knowledge-based society policy. The following actions were recommended:
