Bodrum –Feasibility study into water and waste water infrastructure & Water Network modelling  EBRD, 2010 – 2011  Phase 1 – Feasibility Study to prepare an affordable, least cost and cost effective bankable investment programme for water service improvement in Bodrum. Supported the preparation and design of the project which will reduce water losses in the existing water network and identified crucial wastewater investment needs.  Phase 2 – Water Network Modelling to enable Bodrum to phase investments needed in the water network. Supported the design of the water network project which will reduce water losses in the existing water network.  Training and organizational development

Development of works tender dossiers for infrastructure Works of Kars and Erzincan Winter Tourism Development Areas (for EU funding) UNDP, 2010 Kars Erzincan Winter Tourism financed by EU under the regional competitiveness (IPA). Problems Encountered Sometimes TORs can not define the real situation and can not address the expectations of the beneficiaries, which causes problems during implementation During implementation of the projects, the situation may be different than explained in the TOR due to long periods between preparation of the TOR and launching of the project Local authorities tend to over estimate the population growth rates, design horizon, sizing (and hence cost) of infrastructure, and thus there is a risk that there are insufficient consumers to pay for the services

Problems Encountered The implementation times are underestimated when there are contracts with multi components (such as construction supervision + tender dossier preparation and tendering + supply + training) Sensitivity assessment of water resources in Turkey is not completed, hence the design criteria for WWTPs is not clear Communication in the contract language (usually English) is generally weak in the municipal authorities

Problems Encountered Many unexpected issues arise during project preparation and implementation, and strict TORs and budgets make it impossible to implement these The water/wastewater facilities may not be operated/ maintained sufficiently after the project is implemented due to lack of competent staff The municipalities may not be able to reach the requested reductions in level of leakages with current practices on water supply system rehabilitation

Recommendations for Improvements During preparation of TORs, beneficiaries should extensively be consulted to aim at preparing projects in their interest More conservative attitude should be adopted in sizing the projects, or staging the infrastructure to minimize costs, in order to lead to affordable water prices Realistic timing of contracts taking into account multi- components and weather conditions and EU contract periods Projects on sensitivity assessment should urgently be completed

Recommendations for Improvements A fulltime translator/ junior project engineer could be employed to facilitate communication since Contract language is usually English The financing agencies should take a more flexible attitude to changes in scope of the project, for the problems arising during implementation The municipalities should staff sufficient employees for maintenance and operation after projects are completed

Recommendations for Improvements Sufficient human resources should be allocated from the beneficiaries, for the training activities during implementation of projects Information provided to municipality staff should be transferred to other staff and new comers The works should be carried out by competent personnel trained by the consultant, in order to achieve the requested level of reduction in leakages.

Recommendations for Improvements A motivated team should be established in the Municipality by the Consultant More efforts should be put to Water Utility Department (WUD) establishment Investment should be made to the hardware needed for WUD everyday operations The contracts shall be as much as possible FIDIC Yellow Book, to shorten the implementation and tendering time and to assign the design risk to the contractor
