 This session will help you understand and use WTD’s Technical Standards  We’ll answer your questions as they arise. Welcome to WTD’s Technical Standards training!

Why use the WTD Technical Standards?  They help everyone work smarter…  Engineers, designers, technical staff, and procurement staff: equipment, details, and techniques that are proven to work well  O&M staff: Consistency across facilities to improve safety and lower training costs  Contractors, consultants, vendors: Clear, well-established criteria to aim for

When should you use the WTD Technical Standards? They’re mandatory in all project phases:  Scope and criteria development  Design development and review  Procurement and construction  Operations and maintenance

Who creates the WTD Technical Standards? Everyone adds input to help create them:  O&M  Engineering  Construction  Consultants  Others

How does WTD create and revise its Technical Standards?  Someone requests a new or revised standard, usually through their supervisor  Technical Standards Coordinator chooses Technical Standards Forum members  Forum creates a new standard, revises an old one, or takes no action  Technical Standards Coordinator conveys decision back to the requester

How do you request a variance from a WTD Technical Standard?  Discuss the issue with your supervisor or the project engineer  Use the proper form (available online)  Call or your suggestion to the Technical Standards Coordinator

What Technical Standards does WTD create, control and maintain? 1. Design Standards 2. Standard Equipment 3. Standard Installation Details 4. Guide Construction Specifications

1) Design Standards  Instructions to engineers to encourage high-quality, consistent design  Include two kinds of information: Standard technologies: Guidance on acceptable and unacceptable technologies in WTD projects Standard technologies: Guidance on acceptable and unacceptable technologies in WTD projects Design criteria: Detailed specifications for design engineers to follow in WTD projects Design criteria: Detailed specifications for design engineers to follow in WTD projects

1) Design Standards (cont.) Stored in spreadsheet format: DivisionSpecificationApplicable to Facility Type SubjectPolicy Statement ArchitecturalRoofingAllRoof penetrations Roof penetrations for HVAC, plumbing and other shall be through an independent sleeve or opening. This is to separate the roofing from the ducting or pipe so that either can be replaced or repaired without impacting the function of the other. The roofing is to be sealed to the sleeve. The space between the sleeve should be minimal, but also needs to have some cover to prevent leakage down through the gap. CivilConveyanceForcemainsInspection 'tees'To make inspection possible, forcemains are required to have an inspection “Tee” spaced not greater than 2,000 feet intervals. The need is to allow sonic and camera inspection of the forcemain condition. The pressure Tee should have a riser of 24 inches and an insert constructed such that the flow line is maintained at the crown of the forcemain. The Tee is to be housed in a vault structure for access.

2) Standard Equipment  Equipment that WTD selects for use in all projects and facilities because it’s proven reliable and easy to operate and maintain  Simplifies O&M tasks, improves safety, and reduces cost of training and spare- parts warehousing  Waiver is available for non-standard equipment if compatibility is important

2) Standard Equipment (cont.) Examples:  480-Volt Variable Frequency Drives  Programmable Logic Controllers  Low-Voltage Switchgear  Medium-Voltage Switchgear

3) Standard Installation Details  Drawings in engineering plans and contracts that show how to construct common details in WTD facilities in customary, approved ways  Organized by type of work: mechanical, electrical, civil, I&C, etc.  May show sizing, fittings, spacings, structural details, etc.

4) Guide Construction Specifications  Starting points for developing construction specifications for WTD projects  Sometimes called “technical specifications or “guide specifications” in contracts  We continually update them to comply with code changes, address problems found on projects, and reflect input from other agencies and technical publications

4) Guide Construction Specifications (cont.)  Example: SECTION SITE CLEARING PART 1 GENERAL 1.01 SUMMARY A. This Section specifies site clearing and grubbing REFERENCED SECTIONS A. The work of the following Sections is related to the work of this Section. Other Sections, not referenced below, may also be related to the proper performance of this work. It is the Contractor’s responsibility to perform all the work required by the Contract Documents. 1. Section 01300: Submittals Procedure. 2. Section 01195: Protection and Maintenance of Property and Work.
