Exercise Intent To improve the ability of the State of Texas to respond to catastrophic hurricanes along the Gulf Coast.  Focus on special needs evacuation  Facilitate coordination between evacuating and sheltering jurisdictions  Validate the State’s 120-Hour Hurricane Response Matrix  Incorporate lessons learned from past hurricanes, recent experience with Dean, Felix & Humberto

Hurricane Exercise Program Objectives  Enhance capability to respond to a catastrophic hurricane.  Coordinate with the local jurisdictions and State Operations Center through the shelter hubs to manage shelters in accordance with priorities established in State and local plans and procedures.  Manage evacuation in accordance with State and local traffic management plans to ensure desired outcomes.

Focus Areas  An issue, capability or required action that you may choose to emphasize or demonstrate during HUREX  May be exercised either as a full scale element or in the functional portion of the exercise.  The following slides list several Focus Areas identified by GDEM during past HUREXs from which you may choose as you shape your own exercise.

Evacuation Focus Areas  Identify evacuation hub location for each region  Identify sources of evacuation vehicles  Verify database of special needs within jurisdiction  Identify who needs an ambulance and who can go by bus  Convert school buses to litters for Special Needs Cat. IV  Identify sources of medical personnel and equipment for SN Category IV buses
