“Strengthening the National Institutional and Educational Capacity to Carry out ODA Programmes and projects ” (SNIECODA) September 16 – Raporteur: Mirela Iancu

Programme components Capacity Building of ODA Stakeholders: 1. Creating operational Rules and Procedures for policy implementation (i.e. operational manual) 2. Designing a new Strategy on Romania’s ODA based on Comparative Advantages 3. Map existing expertise (Roster of Experts) Increased Ownership and Knowledge on ODA policy: 4. Advocacy to build constituency among (political) elite and key stakeholders 5. Awareness and Outreach to wider public 6. Curriculum development, education and training opportunities.

Operational Manual On-going –Daniel Svoboda, identified as an Expert Structure and basic content drafted; Difficulties in identifying a national expert in support to the international one. Comparative advantages Identified: child protection and HIV/AIDS – more on the designated panel by Sandra Pralong

Advocacy for Romanian ODA Activities completed: –Outreached to key stakeholders in: Parliament (2 Foreign Affairs Commissions), Line Ministries, Presidency + Prime Minister’s Office Private sector + Civil Society (intellectual elite + youth) Media (including through contributions to publications). Further steps… Round table to be organized to build more capacity on the targeted stakeholders. Romanian Development Camp II - an active forum for debates in the field of development cooperation, a chance to strengthen the network of experts in this area and to identify new ways of cooperation in regions of common interest.

Academic Conference Goal: to jumpstart the research backbone associated with the field of international development, in Romania Disablers: new field, no research support (i.e. field experience, availability of publications, interest?) Rethinking: Regional conference: State of research in development studies: Perspectives of emerging donors. Policy, comparative studies, market reaction. Romanian, Regional (emerging donors) and European (traditional donors) academic representatives. When? January 2010.

Second edition Location: Carmen Hotel, Venus The camp: space for training, information and best practices exchange; forum of dialogue and networking, ensuring the sustainable interaction between national stakeholders, as well as between the national and European counterparts.
