What is Civil Dialogue? September 2015  CIVIL refers to the sphere of organised civil society: NGOs, community groups, non profit organisations, etc.  DIALOGUE refers to meaningful discussion with decision makers  CIVIL DIALOGUE is a sign of healthy democracy, when the expertise, experience and energy of engaged citizens is acknowledged and included in the policies of public governments
