GSC-19 Meeting, July 2015, Geneva 2015 PROFILE Main Functions: A recognized SDO in China’s ICT industry (The only society of legal person); To assist relevant authorities in administrating the national standardization in addition to standards development ; (New) Entrusted by the Chinese government to facilitate submission of China’s contributions to ITU; (New) It is one of the pilot organizations in China’s standardization system reform (total: 30+). GSC-19 Meeting, July 2015, Geneva 2015 PROFILE Efforts on oneM2M standards Apply for registration of oneM2M Logo; Adopt oneM2M standards as CCSA standards; Promote oneM2M standards to be the industry standards; Coordinate oneM2M standards with CCSA standardization projects; Support and facilitate the cooperation between oneM2M and other SDOs in IoT/M2M standardization; CCSA makes it clear to its members that when participating in global standardization activities, they will understand CCSA’s cooperation with other SDOs and make full use of the platform set up by CCSA to carry out their business. 4

GSC-19 Meeting, July 2015, Geneva CHALLENGES & HOT ISSUES State Council : “Reform Plan for Standardization System in China” Objective: To develop a new national standardization system composed of government-driven standards as well as market-driven standards from traditional one consisting mainly in government-driven standards Standardization System Mandatory national standards will be strictly limited to those intended to ensure human health, life and property, national security, ecological and environmental security, mostly in the form of national standards. Market-driven consortia standard is approved as a new category. Pilot organizations develops consortia standards: in total of 30+; 2 in CT industry 5

GSC-19 Meeting, July 2015, Geneva STRATEGIC DIRECTION 8 Standardization Reform: To become a major SDO in ICT industry and a centralized platform Cooperation with Professional International Fora and Alliances Regional limitations of CCSA vs. Pan-regional advantages of international fora and alliances Limitations of CCSA in application practice vs. Concentration advantages of international fora and alliances Cross-sector Cooperation Direction: To penetrate into the working fields of other fora and alliances step by step IPR Policy Diversified membership and stances on IPR issues; No consensus on requirement or direction of CCSA’s adjusting the elements of its current IPR policy; CCSA takes a very cautious stance on further interpretation of IPR policy and the improvement of operational procedures; CCSA considers establishing an IPR policy committee in the Council to take charge of the IPR-related work More attention to open source standards as well as other forms of open standards
