Setting the scene… 3 Broome Port Authority manages a ‘services model’ seaport: DEFINITION: ‘…the port authority offers the complete range of services required for the functioning of the seaport system. The port owns, maintains, and operates every available asset (fixed and mobile), and cargo handling activities are executed by labour employed directly by the port authority’.
