 System trajectory is unsustainable  We can’t afford legacy systems  States will need to do more with less  Collective consciousness is fading  Funding methods will change  Self advocacy needs support

CHALLENGES:  Wait lists growing  More families in crisis and more adults living at home  Not enough direct support staff  Old models too expensive OPPORTUNITIES:  Develop triage for wait lists  Work with case managers re: family dynamics  Help train DSPs  Disseminate information on best practices

CHALLENGES:  Public institutions still a factor in some states  More people in sheltered workshops than employed  Need to use current downturn to focus on what works OPPORTUNITIES:  Build the case for institutional closures  Identify barriers to employment  Conduct cost analyses of trade-offs between legacy and person- centered services

CHALLENGES:  Shrinking staff at the central level  Community system has grown rapidly  Pressure to manage systems based performance data OPPORTUNITIES:  Assist states to analyze and trend data  Participate in the collection of NCI data  Assist states with risk management efforts (e.g., mortality review, etc.)

CHALLENGES:  Baby boom generation retiring  Loss of institutional memory  Need to develop new leadership OPPORTUNITIES:  Conduct leadership training initiatives  Do a history of the state system  Work to instill values in UCED trainees

CHALLENGES:  Current level of funding for some services can’t be supported  Funding needs to reflect individual need  Use of individual budgets should be expanded OPPORTUNITIES:  Assist states to align funding with functional capabilities  Train individuals and families to use individual budgets  Evaluate self-direction

CHALLENGES:  Self-advocacy groups experiencing generational changes  Hard to organize when people aren’t in conventional settings  Self-advocacy groups need mentors and organizational support OPPORTUNITIES:  Sponsor self-advocacy leadership opportunities  Include self-advocates in participatory research  Use self advocates as trainers and lecturers
