City Water Service Developments completed prior to water service availability in the southern half of the City City’s Comprehensive Plan includes providing water service within this area Appropriate timing to consider installing water service – most cost-effective when completed with roadway project Existing wells are in varying condition – water immediately available if needed City staff recommends including water installation as part of roadway project City Council can consider other options

City Water Service Financing Options Estimated assessable water cost$600,000 Option 1 - Standard Assessments –100% of the cost assessed on a unit basis –Est. $8,500/unit in assessments above roadway assessments –City Water fund covers non-assessed cost –Combined road/water assessment spread over a fifteen- year period at approximately 5-6% interest (rate dependent upon borrowing cost) –Senior Citizen deferral available to those over 65

City Water Service Financing Options Option 2 - Deferred Assessments –Assessment for water levied, but not collected until connection –Assessment accrues interest during deferral –Option to spread assessment over remainder of term if connection occurs within 15 years of construction –Deferred assessment is apparent to potential buyers if home is sold
