BUT MONEY BEGETS MONEY…....Creates Uneven playing field Political exclusion Tainted governance RULE OF LAW UNDERMINED!

Expenditure monitoring-a domain of the DEO and the expenditure observer but the police has a significant supporting role. It requires perfect coordination between the three. Hence, we developed a daily monitoring system.

THE CHALLENGE Posted merely a fortnight before the district went to poll on April 10. District falling in NCR High profile candidates Media scrutiny High expenditure sensitivity I had to beat the clock!

THE PREPARATIONS 21 flying squads. 8 static surveillance teams. 26 inter-state and 12 intra-state barriers. 100% visit to vulnerable hamlets. Continuous area domination. Strict enforcement of MCC- case registered against Mr. Azam Khan Strict enforcement of the district security plan. Proper media briefing. Clear communication with the political parties. Public awareness and participation. Preventive arrests and recovery of illicit arms, liquor, etc. Comprehensive briefing of the force. Extensive network of sources for intelligence gathering. above all building up the morale of the police force for ensuring free, fair and incident-free elections with high voter turnout !

THE BREAKTHROUGH

April 6, four days before poll. Specific intelligence about movement of illegal money to subvert the poll. Maruti ritz- HR 51AG Network for checking laid. Vehicle trapped after high octane drama. Flying squad magistrate informed immediately. Two suspects detained. Pressure to withdraw… Rs cr0re recovered!!!

Till the last information received, the money had not been released. This success was a result of careful planning, selective source building, dedicated team work and committed and unrelenting leadership.
