PALM Africa- researched how the application of flexible licensing would improve access to learning materials in Africa Uganda and South Africa Demonstration projects yielded 10 titles licensed under CC in Uganda A Uganda CC license is available for use Uganda

Universities could require the use of CC licenses on materials for which they hold copyright Students dissertations, lecture notes, research papers etc could use CC Uganda CC Uganda licenses could be the default licenses for institutional repositories.
